LIFE + is the new financial instrument that , with the Structural Funds and Fund for Rural Development , will enable Natura 2000 to continue to succeed. On 8 June , Parliament voted for ‘a significantly strengthened LIFE + programme’. I know that the budget will not be easy this year , but we pick up the proposal for a ring - fenced amount of EUR 21 billion over seven years in that resolution of 8 June. We suggest how LIFE + could be significantly strengthened. LIFE III , with its three components of nature , environment and third countries , has been a success in all respects , but particularly perhaps in the Natura 2000 sites of LIFE Nature.LIFE + will take this forward and this report will help that process. I hope that the Commission will respond supportively , constructively and imaginatively

In other words , it has basically been a policy instrument , and its manifestations and expressions at various levels demonstrate as much. The common agricultural policy and its development , the issue of the Structural Funds and the efforts towards convergence , the European Union's foreign policy and the way it has been financed without bureaucratic impediments at times and has therefore been able to be effective on the few occasions when it has been used ; all this shows that the European Union's budget is basically a policy instrument.However , the goal of EMU , whose achievement has entailed the exercise of rigorous financial policy at national level , has encouraged the idea that the Union's budget must itself be just as strict. As a result , the budget has been drawn into a short - term mentality which is gradually altering its basic function and leading to the view that revenues should be saved or , more precisely , that Member States should contribute less to the Union's budget. In fact , we are going back to 1988 levels in terms of the proportion of GNP contributed , as other speakers have already pointed out.The worrying thing is not the austerity of the budget as such , which will naturally increase awareness that excesses must be avoided and that appropriations must be allocated and utilised sensibly. What is worrying is the emerging trend of using the net financial contribution , which is somewhat arbitrarily defined , and the principle of subsidiarity , which is equally arbitrarily defined , as a means of partially depriving the budget of its ability to function supportively in the context of EMU and adequately to offset the consequences of differences in the regional development of the EU's Member States. In other words , the budget will cease to play an active part and become a completely passive book - keeping exercise.The European Parliament , which is the custodian of the real policy the budget ought to be pursuing , because that is its role , has certainly grasped the need for the budget to be drawn up and implemented in a sound manner. The current budget demonstrates that , and further proof is to be found in the recent agreement on legal bases which already applies to the budget under review. That agreement is very important and it has already begun to bear fruit

So wurde der Haushalt in den Rahmen einer kurzsichtigen Logik gestellt , die seine eigentliche Funktion zunehmend verfälscht und zu der Ansicht führt , es gehe nur darum , Einnahmen einzusparen , genauer gesagt , die finanziellen Beiträge der Mitgliedstaaten zum Haushalt der Union zu senken. Im Ergebnis dessen bewegt sich der Anteil des Bruttoinlandsprodukts , wie bereits von einigen Vorrednern erwähnt wurde , auf dem Niveau von 1988.Beunruhigend ist nicht die Rigidität des Haushalts an sich , die zwangsläufig dazu führt , daß man sich bewußt wird , wie wichtig es ist , Übertreibungen sowohl bei der rationellen Einsetzung als auch bei der Verwendung der Mittel zu vermeiden. Beunruhigend ist die sich abzeichnende Entwicklung , daß dem Haushalt einerseits im Namen des Nettobeitrags , der sich aus einer in gewisser Weise willkürlichen Interpretation der Entwicklungen ergibt , und andererseits unter dem Vorwand des Subsidiaritätsprinzips , das für seinen Teil genauso willkürlich definiert ist , zum Teil die Möglichkeit genommen wird , im Rahmen der WWU als Förderinstrument zu wirken und den Auswirkungen , die sich aus Unterschieden in den regionalen Entwicklungen der Mitgliedstaaten der Europäischen Union ergeben , wirksam gegenzusteuern. Der Haushalt spielt also keine aktive Rolle mehr , sondern wird vollkommen passiv , eine reine Sache der Buchhaltung.Das Europäische Parlament , das ja der Hüter der eigentlichen Politik ist , die der Haushalt verfolgen muß , denn das ist im Grunde genommen seine Rolle , ist sich der Notwendigkeit einer gesunden Aufstellung und Ausführung des Haushalts zweifellos bewußt geworden. Davon zeugt der laufende Haushalt. Ein weiterer Beweis ist die jüngste Vereinbarung über die Rechtsgrundlagen , die bereits beginnend mit dem zur Debatte stehenden Haushalt angewandt wird
