- Madam President , a framework directive on soil protection will in my view be an instrument that promotes the production of foodstuffs and adequate supplies of clean water for subsequent generations of EU citizens.The soil also performs many other important functions : it is a substrate for human activities , along with towns and infrastructure , and also for nature and valuable landscapes. Protection of the soil is essential for the maintenance of our natural heritage and raw materials

Eine Rahmenrichtlinie für den Bodenschutz ist meines Erachtens ein Instrument , das die Produktion von Nahrungsgütern sowie eine ausreichende Versorgung künftiger Generationen von EU - Bürgern mit sauberem Wasser sichert.Der Boden hat aber auch eine Vielzahl weiterer wesentlicher Funktionen : Er liefert nicht nur den Untergrund für die Errichtung von Städten und Infrastrukturen , er ist vielmehr auch die Grundlage für Aktivitäten des Menschen wie auch für die Natur und wertvolle Landschaften

Commissioner , whilst you know that all of us MEPs stand up for our regions and for the correct implementation of the Second Community Support Framework , trying to get more money for the forthcoming Santer package , there is unfair treatment here and we denounce that. It is a scandal. I have the published figures for the second quarter from the report by the Special Quality Control Council , which show that projects not conforming to specifications are found in a very high proportion : concrete materials of poor quality 77 % , substrate material of poor quality 91 % , foundation materials of poor quality 95 % , and so on

Obwohl wir Europaabgeordnete , wie Sie , Frau Kommissarin , wissen , in der Tat alle für unsere Regionen und für die richtige Umsetzung des zweiten Gemeinschaftlichen Förderkonzepts kämpfen , um weitere Mittel für das folgende Santer - Paket zu bekommen , möchte ich unterstreichen , daß hier keine korrekte Verwendung vorliegt , und das prangern wir an. Das ist ein Skandal. Ich habe die veröffentlichten Daten für das zweite Quartal aus dem Bericht des Sonderberaters für Qualitätskontrolle , nach denen ein hoher Anteil der Projekte nicht den Standards entspricht : bei der Qualität der Betonzuschlagstoffe 77 % , bei der Qualität der Untergrundzuschlagstoffe 91 % , bei der Qualität der Unterbauzuschlagstoffe 95 % usw
