He compared the globalisation of the financial markets with an ocean steamer and said that the European Union is on the bridge , in control and taking the lead in this process. We are not sure that this is in fact the case , because the Commission is not proactive in what is happening at the moment in the market

Mr President , if I begin by expressing my sincere thanks to the rapporteur , Mr Hoppenstedt , and above all to the Vice - President of Parliament and head of its delegation , Mrs Fontaine , it really is not simply a formality , because those who were involved in the conciliation negotiations know just what a significant role they both played in achieving an outcome. It is of course true that the Commission made its own contribution , but ultimately , to use a metaphor , it is like being on board a steamer : the Commission shovels coal into the boiler , the course is set by Captain Fontaine , and the helmsman , Mr Hoppenstedt , weathers the storm on the bridge and keeps us on course , in spite of the adverse winds blowing in from the Council
Herr Präsident. Wenn ich zunächst dem Berichterstatter , Herrn Hoppenstedt , und vor allem auch der Leiterin der Parlamentsdelegation , Frau Vizepräsidentin Fontaine , sehr herzlich danke , dann ist das wirklich keine Formalität , denn diejenigen , die an den Verhandlungen des Ausschusses teilgenommen haben , wissen , welche bedeutende Funktion beide hatten , um zu einem Ergebnis zu kommen. Es stimmt schon , daß natürlich auch die Kommission ihren Beitrag dazu geliefert hat , aber letztlich , wenn man einen Vergleich machen will , ist das so wie auf einem Dampfschiff : Die Kommission schaufelt Kohlen in den Kessel , der Kurs wird von Kapitän Fontaine festgelegt , und der Steuermann Hoppenstedt steht sturmerprobt auf der Brücke und hält den Kurs , auch wenn der Rat die widrigen Winde spielen läßt
