If we were serious about respecting the vote of the Irish people , far from proceeding with this stealthy implementation of the provisions of that text , we would start reversing those parts that were brought in in anticipation of a yes vote , including the European External Action Service and the Charter of Fundamental Rights

It has hitherto always been stated that the process of negotiation with Turkey would take place in parallel with the progress of Turkish reforms.Well , the reverse has proved to be the case. The reform process has almost completely ground to a standstill , but the negotiations simply go ahead. All we can tell is that Turkey is piling up the provocations. Freedom of expression is formally obstructed under Article 301 of the Turkish Penal Code. The Turkish Government had agreed to scrap or at the very least reform this article by the end of the year , but nothing has been done. It also laconically let it be known that there was a higher priority , namely the suppression of the ban on headscarves in universities. The Islamisation and the stealthy phasing - out of the current state apparently take precedence.Then the Turkish Prime Minister , Mr Erdogan , went to Germany to remind the Turks living there not to adapt too well and to demand the establishment of Turkish universities in Europe
Bisher hieß es stets , der Verhandlungsprozess mit der Türkei werde parallel zu den Reformfortschritten in der Türkei verlaufen.Wie sich nun herausstellte , ist das Gegenteil der Fall. Der Reformprozess ist nahezu völlig zum Erliegen gekommen , gleichwohl werden die Verhandlungen fortgeführt. Wir alle können feststellen , dass sich die Provokationen durch die Türkei häufen. Die freie Meinungsäußerung wird durch Artikel 301 des türkischen Strafgesetzbuchs förmlich behindert. Die türkische Regierung hatte zugesagt , diesen Artikel bis zum Jahresende zu annullieren oder ihn zumindest zu ändern , doch wurde nichts unternommen. Sie ließ zudem lakonisch wissen , es bestünde eine wichtigere Priorität , nämlich die Aufhebung des Kopftuchverbots an den Universitäten. Die Islamisierung und der schleichende Abbau des laizistischen Staates haben offenbar Vorrang.Ferner kam der türkische Ministerpräsident Erdogan nach Deutschland , um die dort lebenden Türken zu ermahnen , sich nicht zu weit anzupassen , und um die Errichtung türkischer Hochschulen in Europa zu fordern. Erdogan verhielt sich wie ein siegreicher Befehlshaber zu Besuch auf besetztem Gebiet , um seine Truppen zu inspizieren
The upshot of all this will be that we will have to produce a framework law , which we can perhaps refer to as the telecommunications law but will actually cover many other things too , to get to grips with all these questions. We must at least define the place where individual regulations are going to have to follow. We did originally intend , then , that this would have a stronger impact , but I think the review clause provides us with the possibility of coming back to these questions shortly. This applies to the committees , too. Obviously it would be better to have a single committee for all these matters , but we really haven't reached that stage yet , and so we should start to make a stealthy approach.Now I come to the report by my friend Karsten Hoppenstedt. I think , Mr President , that I can once again take the opportunity to talk until we come to the vote , unless you want to have a break. This is an unfair advantage for the Commission , admittedly , and I don't want to overdo it. Mr Hoppenstedt has already made all the important points. First , it really was important to draw attention to the problem generally. All the developments taking place in this sector are so new that they are often beyond the compass of those who deal with them , and they think to themselves , well , let it happen , and when it has happened , then we'll see what we have to do
Das gilt auch für die Ausschüsse. Natürlich wäre es besser , einen einzigen Ausschuß für alle diese Fragen zu haben. Aber soweit sind wir wirklich noch nicht , und deswegen sollten wir anfangen , uns an diese Sache heranzurobben.Jetzt zu dem Bericht von meinem Freund Karsten Hoppenstedt. Ich denke , Herr Präsident , daß ich wieder einmal die Gelegenheit nutzen kann , so lange zu reden , bis wir zur Abstimmung kommen , es sei denn , Sie wollen eine Pause machen. Das ist ein unfairer Vorteil für die Kommission , das gebe ich ja zu. Ich will es aber auch nicht übertreiben. Herr Hoppenstedt hat alles wichtige auch schon gesagt. Zunächst einmal war es wirklich wichtig , allgemein die Aufmerksamkeit auf das Problem zu lenken. Alle Entwicklungen in diesem Bereich sind so neu , daß sie häufig einfach über den Horizont derjenigen hinausgehen , die sich damit befassen und die glauben , das soll sich erst mal entwickeln , und wenn es dann da ist , dann wird man schon sehen , was man dann machen muß. Und das ist völlig falsch. Übrigens erkennt man da sehr schön einen Grundsatz moderner Industriepolitik. Wenn politische Instanzen sich nicht sehr früh in solche Prozesse technologischer Entwicklung und ökonomischer Auswertung einschalten , nicht immer im Sinne von Regulierung , aber im Sinne der Eröffnung von solchen Möglichkeiten , dann verliert dieser Prozeß an Dynamik.Es ist völlig klar , und an der Entscheidung der ITU kann man das sehr schön nachlesen , die Europäer , sprich unsere Mitgliedsländer , hatten einfach noch nicht erkannt , welche Bedeutung satellitengestützte , persönliche Kommunikation haben würde
