That was never the point of national sovereignty. This misinterpretation of national sovereignty is directed against the public interest rather than fighting for it. Organized crime , the control of immigration and population increase in Europe - these are problems which , today , can only be solved by a joint approach. It is not true that the elimination of the internal borders made cross - border organized crime in Europe possible in the first place. The truth is that the disappearance of those borders is a consequence of present - day mobility , because the stagecoach has given way to the jet aircraft
Organisierte Kriminalität , die Regelung von Einwanderung und Zuwanderung nach Europa sind Fragen , die sich heute nur gemeinschaftlich lösen lassen. Es ist falsch , daß die wegfallenden Binnengrenzen organisierte grenzüberschreitende Kriminalität in Europa erst ermöglicht hätten. Vielmehr sind die wegfallenden Grenzen Folgen der Mobilität unserer Zeit , weil wir eben nicht mehr mit der Postkutsche reisen , sondern mit dem Jet fliegen. Darauf muß moderne Politik Antworten geben. Die kann sie nur europäisch , europaweit geben. Der Rat muß sich entschließen , diese Lösungen auch endlich zu finden
Mr President , ladies and gentlemen , the Committee on the Environment , Public Health and Consumer Protection , which was asked for its opinion , naturally expected the directive to do more to protect consumers. Yet I approved it in the Conciliation Committee and would now ask Parliament to do the same. We need a directive on cross - border credit transfers and I hope that as promised the Member States will implement it by 1 January 1999 , i.e. on the date of monetary union.Parliament managed to carry through its demand that the directive should take account of any transfer below ECU 50 000. That means it covers the majority of transfers to the private sector and the SMEs. The mandatory refund amount for transfers that are debited from the sender's account but not credited to the receiver's account , namely ECU 12 500 , is a compromise that will have to be improved on when the directive is reviewed.During the conciliation procedure it sometimes seemed as though the Council believed we were still living in the days of the stagecoach and the money was being carried in cash
Herr Präsident , verehrte Kolleginnen und Kollegen. Der Verbraucherausschuß , der Stellung nehmen konnte , hatte natürlich höhere Erwartungen zum Schutz des Verbrauchers an die Richtlinie. Dennoch habe ich im Vermittlungsausschuß Ja gesagt , und ich bitte auch das Parlament , Ja zu sagen. Wir brauchen eine Richtlinie für den grenzüberschreitenden Zahlungsverkehr , und ich hoffe , daß die Mitgliedstaaten die Richtlinie wie versprochen bis zum 1. Januar 1999 , also dem Beginn der Währungsunion , umsetzen.Das Parlament konnte seine Forderung , daß die Richtlinie für alle Überweisungen bis 50 000 ECU gilt , durchsetzen. Damit ist der größte Teil von Überweisungen zum privaten Sektor und zu den KMU abgedeckt. Die Höhe der Ausfallhaftung der Banken für Überweisungen , die zwar vom Konto des Überweisenden abgebucht werden , aber beim Empfänger nicht eingehen , in Höhe von 12 500 ECU , ist ein Kompromiß , der bei der Überprüfung der Richtlinie verbessert werden muß.Im Vermittlungsverfahren hatte man manchmal den Eindruck , daß der Rat glaubt , wir leben noch im Postkutschenzeitalter und das überwiesene Geld wird bar transportiert. Eine freiwillige Erhöhung der Banken wäre sehr zu begrüßen und wünschenswert
