– Mr President , I have to say that what we have just heard from Mr Alyssandrakis is quite eerily reminiscent of a past that will at last be finally behind us when , in just a few days’ time , we welcome the States of Central and Eastern Europe into the European Union.For decades , this House has contended for freedom , human rights and the right of peoples to self - determination in Central and Eastern Europe. It has helped to sweep away Communism and its dictatorship , banish the ghost of Stalin , tear down the Iron Curtain and now unite the whole of Europe in freedom , and it is positively spooky that a relic of this inhuman ideology such as Mr Alyssandrakis should get up in this House and defend the dictatorship in Cuba
Herr Präsident. Ich muss sagen , was wir eben vom Kollegen Alyssandrakis gehört haben , erinnert geradezu gespenstisch an eine Vergangenheit , die wir in ganz wenigen Tagen endgültig überwinden werden , indem wir die Staaten Mittel - und Osteuropas in die Europäische Union aufnehmen werden.Dieses Haus hat sich jahrzehntelang für die Freiheit , die Menschenrechte und das Selbstbestimmungsrecht der Völker Mittel - und Osteuropas eingesetzt. Es hat dazu beigetragen , dass der Kommunismus , die kommunistische Diktatur , der Geist eines Stalin hinweggefegt wurden , der Eiserne Vorhang gefallen ist und es jetzt zu einem freien Gesamteuropa kommt , und es ist geradezu gespenstisch , wenn ein Relikt dieser unmenschlichen Ideologie wie Herr Alyssandrakis hier aufsteht und die Diktatur in Kuba verteidigt
It sometimes happens that the moment of truth arrives earlier than one thought it would.What we have to deal with today is the context of the European Union’s policies and the options available to it , and what I ask of you is how you propose , by means of this Budget , to meet people’s expectations. There is something spooky afoot when the President of the Council talks about a fair and balanced budget. This House hears what the specialist committees have had to say on the subject , about development cooperation being unsatisfactory , about education , youth and research not being up to any kind of standard , about defective communications on our security missions overseas , about the dramatic reversal in rural development.It is in a state of affairs such as that that you are proposing , in all seriousness , to win back the trust of Europe’s citizens. There have been negotiations between Europe and 25 states , whose public expenditure share of GDP ranges between 45% and 50% , and which , in return for handing over between 30% and 40% of their functions to Europe , give it 1% of their money. That is a recipe for disappointed public expectations ; the worsening of the crisis is built in. You cannot leave the text and the context unchanged
Manchmal kommt die Stunde der Wahrheit früher als man denkt.Heute stehen wir vor dem Kontext , vor den Möglichkeiten der Politik der Europäischen Union , und ich frage Sie , wie Sie die Erwartungen der Menschen mit diesem Budget erfüllen wollen. Es ist ja gespenstisch , wenn der Ratspräsident von einem fairen und ausgewogenen Ergebnis spricht. Wir hören hier die Aussagen der Fachausschüsse : Entwicklungszusammenarbeit ungenügend , Bildung , Jugend und Forschung unter jedem Standard , Kommunikationslücken bei unseren Sicherheitseinsätzen im Ausland , ländliche Entwicklung dramatisch zurückgefallen.Das ist die Situation , mit der Sie allen Ernstes das Vertrauen der Bürger in Europa wiedergewinnen wollen. Da haben 25 Staaten mit Europa verhandelt , die eine Staatsquote von 45 - 50 % aufweisen , sie haben Europa 30 - 40 % der Aufgaben übertragen und geben Europa dafür 1 % Geld. Das ist die programmierte Enttäuschung der Erwartungen der Bürger. Das ist die programmierte Vertiefung der Krise. Sie können nicht den Text und den Kontext unverändert lassen. Die neuen Mitgliedstaaten sollen jedes Jahr ungefähr 24 Milliarden Euro netto von den alten Mitgliedstaaten für ihren Wiederaufbau erhalten
