| - We have chosen to vote against the report. We support a number of lines of thought , for example to the effect that the common agricultural policy must do more to promote multifunctionality in agriculture , that environmental requirements must be integrated into all forms of support , that support must promote smaller family farms , that the renationalisation of agricultural policy must be rejected , that support will have to be decoupled from production and that more extensive farming should be promoted.We object to quite a few other aspects , however. A perspective from the developing world is conspicuous by its absence. The opening - up of the world market is presented as something thoroughly negative , and the important decision on Everything But Arms is called into question. It is also maintained that future reforms should , in the first place , be aimed at stopping the loss of jobs in agriculture , which is not our own view. We do not accept that budget discipline should be applied less strictly , as proposed by the report. We think it doubtful whether new forms of support for , for example , bananas , rice , vegetable protein and nuts are really necessary , any more than the new support proposed for producer organisations.A reformed agricultural policy must retain the European agricultural model and provide farmers with reasonable remuneration for the multifunctional nature of agricultural work. What , however , is equally clear is that there is a very great need for reform. There must be no more harmful consequences for the developing world , there must be a progressive increase in saleability , and support must be made compatible with sustainable development. I do not support the increased use of intervention for any product , let alone certain fruit and vegetable products , neither does the Commission | Wir haben gegen den Bericht gestimmt , obwohl wir eine Reihe der darin enthaltenen Gedankengänge unterstützen. Dazu gehören u. a. die zunehmende Förderung der Multifunktionalität in der Landwirtschaft durch die Gemeinsame Agrarpolitik , die Einbeziehung der Umweltbelange in sämtliche Fördermaßnahmen , die Ausrichtung der Beihilfen auf die Förderung der kleineren landwirtschaftlichen Familienbetriebe , die Ablehnung einer Renationalisierung der Agrarpolitik , die Lösung der Direktzahlungen von der Produktionsbindung sowie die Förderung einer extensiven Bewirtschaftung.Es gibt allerdings andere Punkte in diesem Bericht , die wir ablehnen. So fehlt die Perspektive der Dritten Welt. Die Öffnung des Weltmarktes wird als etwas absolut Negatives beschrieben und die wichtige Initiative Alles außer Waffen wird in Frage gestellt. Ferner wird erklärt , dass zukünftige Reformen in erster Linie darauf abzielen müssten , dem Abbau von Arbeitsplätzen in der Landwirtschaft Einhalt zu gebieten , was unserem Standpunkt widerspricht. Eine , wie im Bericht vorgeschlagene , weniger strenge Haushaltsdisziplin ist für uns ebenfalls unannehmbar. Unserer Ansicht nach ist es auch zweifelhaft , ob neue Formen von Beihilfen für Bananen , Reis , pflanzliche Proteine sowie Nüsse usw. tatsächlich erforderlich sind. Das gilt auch für die vorgeschlagene Unterstützung für Erzeugerorganisationen.Eine reformierte Agrarpolitik muss das europäische Agrarmodell erhalten und die Erfüllung der multifunktionellen Aufgaben der Landwirtschaft durch die Landwirte entsprechend honorieren. Ebenso deutlich ist aber auch ein großer Reformbedarf : die negativen Auswirkungen für die Dritte Welt müssen eingedämmt werden , es muss eine schrittweise Marktanpassung erfolgen und die Beihilfen sind so zu gestalten , dass sie mit einer nachhaltigen Entwicklung vereinbar sind |
