| we must ensure more careful use of radiation by those carrying out the examination - the radiologists , in other words - for example by way of appropriate and stringent protection in critical areas not subject to examination , and the use of appropriate sensitive material and techniques to replace conventional radiology , such as digital technology , quality controls and individual index cards for the examinations carried out. Apart from this , we need to make correct and systematic use of a medical physicist , who will assess each intervention on the instruments used for radiotherapy. The medical physicist will also check the suitability of the equipment on the basis of the exposure/diagnostic benefit ratio , laying down maximum and minimum reference criteria to be respected.All this is necessary because , on the threshold of the third millennium , we believe that guaranteeing the quality of life means taking all the necessary initiatives in planning , organization , management and control to ensure complete protection for the individual against the dangers of radiation , in particular that resulting from medical exposure.The amendments tabled by the Committee on the Environment - and I note with pride that all the amendments were tabled by that committee - are intended to make the various paragraphs of the Directive clearer and more specific , and I believe that they are in harmony with the spirit that inspired the Council in the production of this Directive. I am therefore favourable to these amendments , though I would just like to make one comment about the amendment regarding the radiological examination of pregnant women , because I believe that in these cases it is more appropriate to use alternative examination techniques such as echography and/or nuclear magnetic resonance , rather than impose further limitations and restrictions on the use of radiation. There is a great deal at stake , since when it comes to international relations , the Community must also be able to point to its own results if it is to be a credible player in the negotiations on global environmental issues | Frau Präsidentin , Frau Kommissarin , verehrte Kolleginnen und Kollegen , seit 1959 befassen wir uns mit dem Problem des Gesundheitsschutzes von Bevölkerung und Arbeitnehmern gegen die Gefahren ionisierender Strahlungen. Zahlreiche Richtlinien wurden zu diesem Thema erlassen , und die jüngste Richtlinie 29/EURATOM wurde vom Rat 1996 angenommen. Diese Richtlinie und ihre Vorläufer behandelten jedoch nicht den Strahlenschutz bei medizinischen Expositionen. Der einzige Versuch in dieser Richtung war die Richtlinie 466 von 1984 , mit der die Richtlinie über die grundlegenden Sicherheitsmaßnahmen ergänzt und der Strahlenschutz der Patienten verbessert werden sollte , ohne jedoch den mit Hilfe der Strahlung zu erreichenden Nutzen aus den Augen zu verlieren.Daraus ergibt sich die Bedeutung des Vorschlages des Rates , dessen Berichterstatter ich bin. Seit 1984 hat die Zahl der Fälle medizinischer Expositionen bei ärztlichen Untersuchungen und Behandlungen stark zugenommen , und gleichzeitig wurden in den letzten 10 Jahren erhebliche Fortschritte in Wissenschaft und Technik erzielt. Zudem muß betont werden , daß mit dem Inkrafttreten des Vertrages über die Europäische Union der Gemeinschaft durch den Artikel 129 spezielle Befugnisse für die Volksgesundheit übertragen wurden |
