There is now every possibility that Parliament will be supporting a similar request very soon , this time concerning the planner in chief of the ethnic cleansing policy and the tragedies I have just mentioned who , as we all know , lives in Belgrade.So many very good reasons , therefore , to vote with conviction in favour of this resolution
Nichts spricht dagegen , daß unser Hohes Haus nicht bald einen ähnlichen Antrag unterstützen wird , welcher dann den Chefplaner dieser Politik der ethnischen Säuberungen und der gerade zitierten Tragödien betreffen wird , der , wie jeder weiß , in Belgrad sitzt.Dies alles sind sehr gute Gründe , um überzeugt für diese Entschließung zu stimmen
The Commission , with its monopoly of initiative , therefore finds itself in the position of a planner who claims to know prices better than the market. In a world of openness , freedom and democracy , this is unacceptable.The monopoly of initiative , strengthened by the requirement for unanimity within the Council in order to dismiss the Commission's proposals and by extending the majority needed to accept them , distorts the entire European decision - making process and certainly contributes to the rift perceived between the Union and the citizens. In our opinion , we must reform it by taking an overview of the institutions. Either we open up the monopoly of initiative to other players such as the European Parliament and the national parliaments , which possess an undeniable democratic legitimacy , or we maintain it , but then , in return , we are making a right of veto official for each national parliament
Mit ihrem Initiativmonopol ist die Kommission daher mit einer Planungsbehörde vergleichbar , die vorgibt , die Preise besser zu kennen als der Markt. In einer Welt der Öffnung , der Freiheit und der Demokratie ist das inakzeptabel.Dieses Initiativmonopol , das durch die Forderung nach Einstimmigkeit im Rat zur Ablehnung der Kommissionsvorschläge und durch die Ausweitung der Mehrheitsentscheidungen zu deren Annahme verstärkt wird , verfälscht den gesamten europäischen Entscheidungsprozess und trägt zweifelsohne zu der zwischen der Union und den Bürgern empfundenen Kluft bei. Es muss unserer Meinung nach unter Berücksichtigung der Gesamtheit der Institutionen reformiert werden. Entweder wird es auf andere Akteure wie das Europäische Parlament und die nationalen Parlamente , die eine unbestreitbare demokratische Legitimierung besitzen , ausgedehnt , oder es wird aufrechterhalten , dann aber als Gegengewicht ein offizielles Vetorecht für jedes nationale Parlament eingeführt
