I understand the need to use the precautionary principle to protect consumers from the possible long - term dangers of the phthalate family of chemicals including DEHP , but I represent a factory in Quedgeley , in Gloucestersire , Gambro , which has received the Queen's Award to Industry and has 120 employees. This factory uses DEHP for devices that help control blood clotting

Several of the 15 Member States - and there are 15 of us , not 14 , Mr President - have applied this European precautionary principle concept , and that includes my own country , Austria. We brought in a ban on all plasticisers in the phthalate group in an order published in Federal Law Gazette II No 225 in 1998. I can only recommend this to the other Member States. And I do not mean that in a bilateral sense , but in the framework of the Community of Fifteen. Let me make a second comment. If we were only to ban things when we had absolute scientific proof , then , my goodness , how ashamed we should all be now. How could we allow these six phthalates to be used as plasticisers in PVC without having scientific proof at that time that they were harmless
Wir haben in einer Verordnung , Bundesgesetzblatt II Nr. 225 aus dem Jahre 1998 , ein Verbot aller Weichmacher aus der Gruppe der Phthalate erlassen. Ich kann das den anderen Staaten nur wirklich empfehlen. Ich meine das jetzt nicht bilateral , sondern natürlich im Rahmen der 15.Erlauben Sie mir eine zweite Bemerkung. Verbote gibt es nur dann , wenn es wissenschaftlich einwandfrei bewiesen ist. Mein Gott , was müssen wir uns jetzt alle schämen. Wie konnten wir nur den Gebrauch dieser sechs Phthalate als Weichmacher in PVC erlauben , ohne daß wir damals den wissenschaftlichen Beweis hatten , daß sie unschädlich sind. Als es um die Gesundheit unserer kleinen Kinder ging , haben wir nicht nach wissenschaftlichen Beweisen geschrien. Versuchen wir morgen gutzumachen , was wir in der Vergangenheit angestellt haben
