That is the first point that should be clarified.Second , I agree with the clarifications and remarks by Mr Pompidou to the effect that we cannot inform the general public of our concerns unless there are sufficient scientific grounds. Nor can we suggest through our debate that all or most of the blame should lie with pesticides , simply because these are topics that are dear to us and that we have discussed on earlier occasions. However , it is important that we encourage the Commission , and we should do so with some urgency , to put all its mechanisms into operation. The fifth framework programme should of course include some action in this respect.I believe that we cannot fail to mention , too , that there are independent research teams in the European Union that have been working on these topics for some years. I am a lecturer at Granada University and I know that for more than ten years the Granada Faculty of Medicine has had an excellent research team working on these topics and on certain products that are not mentioned in the resolution , products that are to be used in orthodontic treatments

Wir dürfen auch nicht in unserer Aussprache , weil es für uns beliebtere Themen sind , die wir schon bei anderen Gelegenheiten behandelt haben , die Schuld ganz oder überwiegend den Pestiziden geben. Aber wichtig ist , daß wir die Kommission veranlassen - ich würde sagen , mit einer gewissen Dringlichkeit - , alle ihre Mechanismen in Gang zu setzen. Selbstverständlich sollte in das Fünfte Aktionsrahmenprogramm eine Aktion in dieser Richtung aufgenommen werden.Ich glaube , wir dürfen auch nicht müde werden , darauf hinzuweisen , daß es in der Europäischen Union unabhängige Forschungsteams gibt , die seit vielen Jahren an diesen Themen arbeiten. Ich unterrichte an der Universität Granada , und ich weiß , daß es an der Medizinischen Fakultät in Granada seit mehr als zehn Jahren ein hervorragendes Forschungsteam gibt , das an diesen Themen arbeitet und einige Produkte untersucht , die in der Entschließung nicht genannt werden , Produkte , die als Bestandteile der Behandlung in der Kieferorthopädie eingesetzt werden
What is the main task of the European Commission. It is to safeguard the Treaty. Damit handelt die Kommission in Übereinstimmung mit Buchstabe und Geist des Vertrags , wenn sie auch diejenigen , die zu den mächtigsten Mitgliedstaaten gehören , an die Spielregeln erinnert. Anstatt die Politik von Karel van Miert zu kritisieren , würde Deutschland daher besser daran tun , beispielsweise seine wettbewerbsverzerrenden Subventionen an die Kohleindustrie abzubauen.Ebenso ungerechtfertigt ist die Kritik am Europäischen Gerichtshof. Der Europäische Gerichtshof hatte vor kurzem entschieden , daß zwei Luxemburger , die jeweils eine Brille in Belgien gekauft hatten und sich in Deutschland kieferorthopädisch behandeln ließen , Anspruch auf eine Kostenerstattung haben. Damit hat sich der Gerichtshof keineswegs an die Stelle des Gesetzgebers gesetzt , wie von den Ministerpräsidenten in Belgien und Deutschland behauptet wird. Wenn es , wie im vorliegenden Fall , keine gesetzlichen Bestimmungen über eine Harmonisierung gibt , gelangen die Grundsätze des Vertrages zur Anwendung : Die Freizügigkeit gilt heute nicht nur für gesunde , sondern auch für kranke Europäer.
