| I am happy that there is the opportunity for Parliament to give its opinion , and I very much hope that it will receive attention at the Commission and the Council. Similarly it is excellent to see the system being simplified , and the switch from five pillars to three , which will probably , because of simplification , better meet its goals in developing countries.I also want to emphasise the origination regulation , which the Commission deals with in its statement. With regard to the form , content and procedural complexity of the origination regulation however , and its overall complexity , the result is that it is very hard to use , especially for the less developed countries. Although the draft regulation does not bring too many changes to the current regime , the European Parliament , in its opinion of 14 October last year , which was passed with a large majority , declared that extending it to span the regions and make it fully global is absolutely necessary. Finally I cannot stress enough the necessity of this – my colleague Mr van den Berg underlined this point this morning – that we extend the temporary period until 1 January 2006 | Ich freue mich , dass das Parlament Gelegenheit hat , seine Meinung zum Ausdruck zu bringen , und hoffe sehr , dass diese bei der Kommission und beim Rat Gehör findet. Ebenso finde ich die Vereinfachung des Systems sowie den Übergang von fünf auf drei Säulen hervorragend , so dass die Ziele in den Entwicklungsländern eben wegen dieser Vereinfachung wahrscheinlich besser erreicht werden.Außerdem möchte ich die Ursprungsregeln herausstreichen , mit der sich die Kommission in ihrer Erklärung befasst. Die Form , der Inhalt und die komplizierte Verfahrensweise dieser Ursprungsregeln sowie die Komplexität insgesamt führen jedoch dazu , dass sie sehr schwer anzuwenden sind , insbesondere von den weniger entwickelten Ländern. Der Verordnungsentwurf führt zwar zu keiner großen Veränderung des jetzigen Systems , doch in seiner Stellungnahme vom 14. Oktober 2004 , die mit großer Mehrheit angenommen wurde , erklärte das Europäische Parlament , dass es absolut notwendig ist , die Verordnung so zu erweitern , dass sie regionenübergreifend und vollkommen global wird. Abschließend kann ich gar nicht deutlich genug hervorheben – diesen Punkt hat mein Kollege Herr van den Berg heute Vormittag betont – , dass der Übergangszeitraum bis zum 1 |
