All of these speeches which are slightly off the agenda are extremely interesting and , as it were , have given a breath of fresh air to the monotony of some of these debates. Die Präsidentschaft betrachtet sie also sogar mit einiger Sympathie , sie muß aber irgendwie ihre Pflicht tun.Ab dem Augenblick , ab dem man dieses Instrument umkehrt und es statt dem , was es bei seiner Einführung durch Robert Badinter und Pierre Bérégovoy mit meiner vollen Zustimmung war , zu einem Instrument der Treibjagd durch die Polizei macht , vollzieht man eine Kehrtwendung , eine völlige Umkehr
I do not need to add that each failure in this respect only serves to make people more sceptical , particularly when we are preaching the virtues of rigour at them.We cannot claim , and this is my second point , to be in tune with the concerns of our fellow citizens if the lack of adequate legal bases means that whole areas from cooperation to social development and commitment are paralysed. I hope that the Interinstitutional Agreement will put an end to a situation which , in the community arena , has blocked the activities of the most committed people in our society and withheld aid from those who most desperately needed it. The monotony of the exercise should also not make us forget that the closure of the next financial year , on whose budget we will vote on Thursday , will coincide with the passage from the second to the third millennium.1999 will be a transition year which will raise yet more questions about the future of our societies and the way in which we intend to meet the major challenges
Ich muß ja wohl nicht darauf hinweisen , daß jede Panne in diesem Bereich den Bürger , dem man die Tugenden der Sparsamkeit predigt , nur noch mißtrauischer macht.Zum zweiten Aspekt : Man soll nicht so tun , als verstehe man die Sorgen unserer Mitbürger , wenn ganze Kooperationsfelder in den Bereichen Entwicklung bzw. soziales Engagement wegen unzureichender oder gar fehlender Rechtsgrundlagen brachliegen. Die Interinstitutionelle Vereinbarung wird , so hoffe ich , für die Überwindung solcher Zustände sorgen , die im Vereinssektor die Initiativen der engagiertesten Leute unserer Gesellschaft blockieren und den Bedürftigsten die so dringend benötigte Hilfe vorenthalten. Bei aller Routine sollte auch nicht vergessen werden , daß der Abschluß des Haushaltsjahres , über dessen Budget wir übermorgen abstimmen wollen , mit dem Übergang vom zweiten zum dritten Jahrtausend zusammenfällt.Das Jahr 1999 als Nahtstelle zum nächsten Jahrtausend , in dem wir uns neuen Fragen nach der Zukunft unserer Gesellschaften und nach der Art , wie wir den großen Herausforderungen begegnen , zu stellen haben werden , kann nur dann wirklich hilfreich sein , wenn wir uns die Fähigkeit , unsere Vergangenheit und insbesondere das 20
