| Once again , I would like to thank the rapporteur for her work on this directive. I would also like to draw attention to my speech at first reading , in which I pointed out how unintelligible this directive is in its full form , in spite of the fact that many citizens would be extremely interested in its content. I would also like to remind you of the subsequent questions to the Commission and the Council on the possibility of simplifying the directive without necessarily altering its content , and I would like to remind you of the answers given. I stand by my opinion that the Commission's answer is a study in arrogance , whereas , by contrast , I am delighted with the much more constructive response from the Council. I am reminding you of this in the hope that the conciliation procedure can be used in such a way that simplification is addressed alongside the work of finding a compromise.The Group of the European Liberal Democrat and Reform Party supports the Committee's amendments , but in connection with the first two amendments , I have to say that we are not doing so because we would ultimately want to see flour treatment agents exempted from the directive. Rather , we are doing so because the common position appears to be comprehensive to the point of meaninglessness in this area. The best approach would have been to introduce flour into Appendix 2 - that is , as the staple commodity it most certainly is - spelling out permitted substances there. Now we have a situation whereby far too much is permitted , and the argument that the industry would obviously not use all these additives is really rather feeble. I think the best thing would be to consider flour as an unprocessed commodity and thus take it as a starting point that Annex I substances must not be added to it. In this regard , I am also referring to Directive 89/107 , Annex 2 , point 1 , where it states that there has to be a sufficiently great technical need for approving additives. I do not believe this to be the case when all of a sudden it is all right to use any substances at all from Annex I in flour. I cannot actually make sense of the common position any other way than this.Moreover , the Group of the European Liberal Democrat and Reform Party opposes sulphites in nuts and maize , and is also opposed to wax treatment of peaches and pineapples. Pineapples may not in fact matter , because the outer part is not eaten , but it would be quite unreasonable for peaches. Can we please just have the plain produce here. Please remember that European civilization once lived quite hygienically by smoking , salting , boiling and cooling food , long before all these strange additives came on the scene | Herr Präsident. Die drei von der Kommission vorgeschlagenen Kriterien , die ein Zusatzstoff erfüllen muß , um in die Liste aufgenommen zu werden , sind : technische Notwendigkeit , Nutzen für den Verbraucher und die gesundheitliche Unbedenklichkeit. Ich glaube , daß diese drei Kriterien zu weit gefaßt wurden , was dazu führt , wie die Berichterstatterin richtig bemerkte , daß in der Tat immer mehr Lebensmittelzusatzstoffe zugelassen und verwendet werden dürfen.Ich glaube , daß das keine gute Entscheidung ist , und werde Ihnen zwei ins Auge fallende Beispiele nennen. Erstens ist die Miteinbeziehung von Sulfiten als Zusatzstoff zweifelsfrei keine gute Entscheidung : Man weiß , daß sie bei vielen Menschen Gesundheitsprobleme hervorrufen , vor allem bei Allergikern. Warum also muß man Sulfite einsetzen , wenn es Alternativen gibt und man andererseits auf sie verzichten kann.Zweitens : Frau Jensen hat das Problem des Nisins erläutert. Es handelt sich dabei um ein Antibiotikum. Wo ist die Kohärenz von seiten des Rates und der Kommission , wenn man ein Antibiotikum als Zusatzstoff zuläßt , während man sich andererseits fragt , ob die Gabe von Antibiotika in der Tieraufzucht begründet ist , und beispielsweise die Weltgesundheitsorganisation herausstellt , daß zahlreiche Infektionskrankheiten auf dem Vormarsch sind und viele Antibiotika offensichtlich unwirksam werden.Ich glaube , daß einige Mitgliedstaaten darauf aufmerksam gemacht haben , und ich möchte mich an dieser Stelle an Frau Schleicher wenden , um ihre Aufmerksamkeit auf zwei Dinge zu lenken. Zuerst einmal haben einige Mitgliedstaaten , darunter die deutsche Regierung , gegen den Gemeinsamen Standpunkt gestimmt. Dann ist ein Produkt nicht deshalb unschädlich , weil es bereits lange verwendet wird. Seit langem schon verwendet man Asbest , und alle sind sich darüber einig , daß man es nicht mehr verwenden darf. Ich verstehe nicht , wie man einen Zusatzstoff , bei dem man keine direkten Auswirkungen nachweisen kann , als unschädlich einstufen darf. Sie wissen sehr wohl , daß indirekte Auswirkungen wahrscheinlich und möglich sind und daß es bei zahlreichen Zusatzstoffen sehr schwierig ist , das genau zu berücksichtigen.Meiner Ansicht nach ist es folglich absolut notwendig , die Abänderungsanträge des Ausschusses für Umweltfragen , Volksgesundheit und Verbraucherschutz zu unterstützen , und ich fordere Frau Schleicher und ihre Fraktion auf , ihre Position in dieser Hinsicht zu überdenken. Deswegen kann ich mit meiner Fraktion dem Gemeinsamen Standpunkt in der vorliegenden Fassung zustimmen |
