The adoption procedure for the current directive has been exceptionally long - eight years have elapsed between first and second reading - and this shows that the Council wished to adopt a cautious approach. So it was particularly inopportune to use this second reading to slow down the administrative and legislative process still further.Some Members wanted to include the entire application procedure , incorporating the list of products which could be ionized within the text of the directive. In this way , the European Parliament itself would have had to reach a decision on this list in the name of codecision. But is this not simply confusing different roles and an attempt by Parliament to increase its powers by seeking to take the place of scientists
Infolgedessen erscheint das vorgeschlagene Verfahren , bei dem der Rat die endgültige Entscheidung zu treffen hat , als völlig zufriedenstellend , denn die Regierungen der verschiedenen Mitgliedstaaten sind am besten geeignet , ihre Verbraucher zu schützen.Das Verfahren für die Verabschiedung der vorliegenden Richtlinie ist außergewöhnlich lang - zwischen erster und zweiter Lesung sind acht Jahre vergangen - , und es zeigt , daß der Rat dem Grundsatz der Vorsorge Vorrang einräumen wollte. Es war also besonders unangebracht , bei dieser zweiten Lesung den Verwaltungs - und Gesetzgebungsprozeß noch weiter zu erschweren und komplizierter zu gestalten.Einige Mitglieder des Parlaments wollten das gesamte Anwendungsverfahren integrieren , indem die Liste der ionisierbaren Produkte in den Richtlinientext selbst aufgenommen werden sollte. Damit hätte das Europäische Parlament im Rahmen der Mitentscheidung selber zu dieser Liste Stellung nehmen müssen
Mr President , Madam Commissioner , ladies and gentlemen , this proposal regarding the ionization of food was presented for first reading in 1989. It raised so many problems , so many fears on the part of the general public , Parliament and the Council , that the latter did not adopt a common position until 27 October 1997 , eight years later.To clarify the debate , two quite distinct parts have been proposed : on the one hand , a framework directive regarding the general conditions for food ionization , and on the other , an implementing directive establishing the list of food products which may be ionized , a list which currently consists of only one category of product : herbs and spices. This has been agreed on , there are no complaints , but it still has to be implemented in stages until 31 December 2000 , in consultation with the Scientific Committee for Food.We can congratulate ourselves on the adoption of this directive , whose objective is firstly to safeguard health , but also to provide the consumer with sufficient information. Indeed , all the studies carried out up until now have unambiguously demonstrated that ionization of food products poses no risk whatsoever to the health and safety of the consumer. The ionization of food , of products susceptible to contamination , for example , must even be considered as beneficial to the consumer by providing safer , healthier food and by preserving the nutritional quality of the product better than other techniques. However , this method must not serve to cover up defective preparation of a food product , nor be employed when it is not necessary.In conclusion , this directive brings every possible guarantee of clear information and control of the different stages of food ionization
Herr Präsident , in meinem Ziel - 1 - Gebiet bilden die 12 Sterne an Straßen , Häfen und Brücken das sichtbarste Zeichen für die Bürgerschaft , daß Europa sich in den Randgebieten um echte Ergebnisse bemüht.Strukturfonds sind oft dafür gedacht , ein unmittelbares Problem anzugehen , wie etwa den Niedergang der Stahlindustrie. In diesem Fall reden wir jedoch über den Niedergang eines Volkes : In diesem Jahrhundert haben wir die Hälfte der Bevölkerung der Highlands und der Inseln verloren. Der Ziel - 1 - Status versucht sich diesem Problem zu widmen , und erstmalig haben wir gerade mal Anfangserfolge zu verzeichnen , die jungen Leute in dem Gebiet zu halten.Herr Berend spricht von einem reibungslosen Übergang. Was die unzureichende Ausschöpfung betrifft , möchte ich betonen , daß die Highlands und die Inseln beim Aufbrauchen der ihnen zugeteilten Mittel ausgezeichnet dastehen. Die Kommission wird das bestätigen. Ich möchte mich gern dem neuen Schottlandminister Donald Dewar anschließen , der um den Erhalt des Ziel - 1 - Status kämpft , so daß es auch zu dem reibungslosen Übergang kommt , von dem Herr Berend spricht.Ein wichtiger letzter Hinweis noch : Für eine Flexibilität , die natürlich notwendig ist , brauchen wir den Begleitausschuß
