I am in favour of adopting special measures for the peripheral regions under Article 299 of the Treaty. However , the tricks that the Spanish authorities are getting up to for certain products , in terms of incongruity , discrimination and distortion of competition , have nothing to do with protecting local production , although they would certainly ensure full employment for lawyers , because the victims , such as producers of rum , gin and vodka in Spain itself , will not take this lying down.What is more , it really is extraordinary that the Commissioner , who , when it comes to other dossiers , is so resolute about safeguarding the free movement of products within the single market , is willing to present a proposal as discriminatory as this , which is to apply retroactively and for a period of ten years , up to December 2011
Was sich jedoch die spanischen Behörden derzeit hinsichtlich einiger Produkte an Ungereimtheiten , Ungleichbehandlung und Wettbewerbsverzerrungen ausdenken , die rein gar nichts mit dem Schutz der lokalen Produktion zu tun haben - dies wird zumindest den Juristen viel Arbeit verschaffen , denn die Opfer , wie beispielsweise die spanischen Erzeuger von Rum , Gin oder Wodka , werden sich zu wehren wissen.Außerdem ist es doch wirklich ungewöhnlich , dass ein Kommissar , der in anderen Fragen so entschlossen handelt , wenn es um den Schutz des freien Warenverkehrs im Binnenmarkt geht , der Vorlage eines derart diskriminierenden Vorschlags zustimmt , der die überzogene Laufzeit von zehn Jahren , also bis Dezember 2011 , haben und gleichzeitig rückwirkend gelten soll. Hinzu kommt noch , dass der Vorschlag in keiner Weise auf die wirtschaftliche und soziale Entwicklung der Inseln und auf die Förderung lokaler Aktivitäten Bezug nimmt
We think parity of treatment of individual workers is a very important principle.Having said that , we do recognize certain incongruities in the plan : one significant incongruity is that the financial position is very much better for Objective 1 areas than for other areas. Incongruities like this need to be remedied when the plan is implemented inside Italy , and Italy needs to make the necessary arrangements.We also think it is important politically to stop criminalizing this type of fishing. Proposing a research programme to identify the real impact and take account of the comments which have been made by the environmental associations and the fishermen's organizations themselves , will be an important signal to fishermen.These measures will damp down a certain radicalism developing in this sector which is adding to the unacceptable social tension. Im Sinne der Gleichbehandlung der einzelnen Arbeitnehmer erscheint uns dieser Grundsatz also sehr wichtig.Selbstverständlich sind wir uns allerdings auch der Tatsache bewußt , daß dieser Plan einige Unausgewogenheiten enthält. Eine erhebliche Unausgewogenheit besteht darin , daß die finanziellen Mittel für die Ziel 1 - Gebiete wesentlich höher und natürlich nicht mit der finanziellen Situation der nicht unter dieses Ziel fallenden Gebiete vergleichbar sind. Daher meinen wir , daß es einige Widersprüche gibt , die im Zuge der Anwendung dieses Plans innerhalb Italiens bereinigt werden müßten , d.h. mit Hilfe von Rechtsvorschriften , die Italien erlassen muß.Ferner halten wir es aus politischer Sicht für wichtig , daß man diese Fischereipraktik vor allem nicht mehr weiter kriminalisiert
The European Parliament's attitude has been encouraged by the European Commission , but the Council has always obstinately refused to take any steps in that direction , for contradictory reasons , as some countries fear that budgetization of the EDF will affect the financing of the fund , and others fear that they will have to pay more. The Court of Justice itself concluded that EDF expenditure is not Community expenditure and that consultation with the European Parliament was optional.Under these circumstances , the Council can continue to make the decisions , as it did with regard to the Regulation for the seventh EDF , without the opinion of the European Parliament , to carry on the combat. It is up to the European Parliament , like Don Quixote , to fight against windmills.But for goodness sake , why should the European Parliament take part in the institutionalized masquerade of issuing a pointless , purely formal opinion and giving the Council its support with regard to funding for which it does not have any real budgetary competence.Let us adopt the motto moderation in all things and as Mr Wynn suggests , let the Council remain fully responsible for the management of EDF expenditure , whilst we vigorously deplore the impasse caused by yet another example of budgetary incongruity. I would be amazed if any Member of this House voted against
Das Parlament wurde dabei von der Europäischen Kommission unterstützt , der Rat hingegen hat sich immer hartnäckig gegen jeden auch noch so geringen Fortschritt in dieser Richtung gestellt , und zwar aus widersprüchlichen Gründen , da einige Länder fürchteten , durch die Budgetierung des EEF würde die Finanzierung des Fonds in Frage gestellt , und andere wiederum , sie müßten dann mehr Beiträge bezahlen. Der Gerichtshof hat dann entschieden , die Ausgaben im Rahmen des EEF seien keine Gemeinschaftsausgaben und die Konsultation des Parlaments sei fakultativ.Unter diesen Umständen kann der Rat wie zuvor bei der Finanzregelung zum 7. EEF ohne die Stellungnahme des Europäischen Parlaments entscheiden , um die Auseinandersetzung weiterzuführen. Damit kämpft das Europäische Parlament wie Don Quichotte gegen Windmühlen.Warum also - zum Teufel. - sollte das Parlament sich weiter für diesen institutionellen Mummenschanz hergeben und bereit sein , eine rein formelle , unnütze Stellungnahme abzugeben und sich für den Rat zu verbürgen und ihm eine trügerische Legitimation für die Ausführung von Finanzierungen zu erteilen , über die das Parlament keinerlei eigene Haushaltskompetenz hat.Wir sollten hier gemäß dem bekannten Spruch nicht päpstlicher sein als der Papst und dem Rat , wie das auch Herr Wynn empfiehlt , die volle Verantwortung für die Bewirtschaftung der Ausgaben aus dem EEF überlassen. Dabei bedauern wir jedoch nachdrücklich , daß die hier vorliegende erneute Ungereimtheit in bezug auf den Haushalt in eine solche Sackgasse geführt hat
