| Mr President , I congratulate you on the Gasòliba report on the Annual Economic Report because it showed clearly , on the basis of the Commission's information , major obstacles to European economic growth and employment. Excessive tax and administrative burdens borne in particular by SMEs in the face of increasingly fierce international competition , inadequate vocational training , excessive rigidity of the labour market , preventing the development of new job opportunities and high non - wage labour costs reduce companies capacity to invest and grow.I cannot entirely agree with several points made in the report , however , particularly the assessment of the reduction in working hours , dealt with in paragraphs 39 and 40 of the report. While in keeping with the principle of subsidiarity paragraph 39 confirms the inadvisability of a compulsory reduction in working time throughout the European Union , the following paragraph 40 provides a series of reflections. In the first part of the text of paragraph 40 , we read that Parliament is in favour of reductions in the working time.when suitable . Obviously , such a definition lends itself to more than one interpretation. In fact , the general and abstract formulation of a principle of a need to reduce working hours seems destined to generate misunderstandings and ambiguities , for not only is it absolutely general but there is no specific reference in the report to the assumption of a reduction in working hours as a matter of necessity.In short , paragraph 40 can be read as meaning it is the prerogative of each individual state to identify a general principle of need to impose an indiscriminate reduction in working hours over the entire national territory. This latter assumption contradicts the considerations expressed in the Commission's report which , indicating the risks of the so - called statutory 35hour week , limited itself to admitting reductions in working hours only at microeconomic level or through negotiations between the social partners.To conclude , owing to its general nature , paragraph 40 seems to be the result of a confused political agreement. Consequently , on the basis of the considerations listed , I call on Parliament to vote against paragraph 40 of the Gasòliba report. In addition to this , I would like to hear Commissioner de Silguy's assessment. It will stifle , of course , currency speculators and we recall only too vividly the situation which we had a few years ago | Herr Präsident , wer glaubt , daß der Euro und die einheitliche Währungspolitik , die wir ab dem 1. Januar nächsten Jahres haben werden , uns automatisch allerlei Vorteile bringen wird , hat sich sehr getäuscht. Eine Währungspolitik erfordert eine gut koordinierte und intelligente Wirtschaftspolitik. In Ermangelung dieser Politik kann viel schief gehen. Kurzum , die Unverbindlichkeit der Koordinierung der Wirtschaftspolitik muß jetzt wirklich beendet werden.Nur ein Beispiel : Die Europäische Zentralbank wird ihre Währungspolitik in der Praxis auf die durchschnittliche Inflation in der Euro - Zone ausrichten. Für jedes einzelne Land bedeutet das , daß eine niedrige nationale Inflation , kombiniert mit einer steigenden Inflation in einem anderen Land , doch zu höheren Zinsen führen und die wirtschaftliche Entwicklung bremsen kann. Kurzum , jeder EWU - Teilnehmer hat ein Interesse daran , daß auch die anderen Euro - Länder die Inflation niedrig halten , denn sonst straft die unabhängige EZB unerbittlich , mit negativen Konsequenzen auch für die Länder mit niedriger Inflation.Zum Glück haben die Mitgliedstaaten ausreichende Instrumente zur Verfügung , um die Inflation niedrig zu halten , zum Beispiel durch gezielte Steuermaßnahmen , wenn die Wirtschaft sich zu überhitzen droht. Manchmal wird jedoch etwas Druck nötig sein , um auch im Interesse der anderen diese zweifellos unpopulären Maßnahmen rechtzeitig zu ergreifen. Die globalen Leitlinien für die Wirtschaftspolitik über ein policy mix auf europäischer Ebene und in den Mitgliedstaaten erhalten so eine allesbeherrschende Bedeutung. Wenn daraus wirklich etwas werden soll , dann muß auch eine politische Basis dafür vorhanden sein. Dazu müssen die Parlamente reellen Einfluß darauf ausüben können. Um die hier vorhandene demokratische Lücke zu schließen , ist eine interinstitutionelle Vereinbarung , wie sie dieses Parlament vor zwei Wochen gefordert hat , daher dringend erforderlich |
