The prosecution clearly makes targets of the defendants. In Dink's case , the fact that he was acquitted by the court did not prevent fanatics from murdering him. Consequently , the Council cannot wait for court rulings in order to demand that the Turkish Criminal Code be amended.The EU has raised the particular issue of Article 301 of the Turkish Criminal Code and other imprecisely worded articles systematically at all levels within the framework of the ongoing reform process in Turkey

Egal welcher Druck auch immer bis heute diesbezüglich ausgeübt wurde , er konnte noch keine Änderung dieses Artikels herbeiführen.Stimmt der Rat dem zu , dass Personen , die aufgrund des besagten Artikels angeklagt werden , automatisch zur Zielscheibe für eine bestimmte Sache werden - wie die jüngste Ermordung von Hrant Dink gezeigt hat. Welche Direktmaßnahmen wird der Rat ergreifen , um eine Änderung des Artikels 301 des Türkischen Strafgesetzbuchs herbeizuführen.Wir haben bisher noch keine Antwort gefunden , wie wir damit umgehen , aber wir werden selbstverständlich unseren intensiven Dialog mit den SADC - Staaten , natürlich auch mit Südafrika , fortsetzen

In its statement , the Presidency expressed its conviction that the Turkish authorities will identify and arrest the persons responsible for this abominable murder as quickly as possible , and that Turkey will steadfastly continue along the path towards fully realising freedom of expression.As the author is no doubt aware , the Council has emphasised repeatedly how important it considers freedom of expression. Further continuous efforts are required to ensure that there is freedom of expression in Turkey in line with the European Convention on Human Rights and the relevant case law of the European Court of Human Rights.The EU has raised the particular issue of Article 301 of the Turkish Criminal Code and other imprecisely worded articles systematically at all levels within the framework of the ongoing reform process in Turkey.At the most recent meeting of the EU - Turkey Association Council , the EU made it clear that Turkey must alter the imprecisely worded articles in line with the relevant EU standards in case judges and public prosecutors adhere to a restrictive interpretation of these provisions. Ich habe dieses Thema eben ziemlich ausführlich angesprochen , allerdings eher in einer beschreibenden Form , indem ich dargestellt habe , mit welchen Befindlichkeiten wir es in der Welt der afrikanischen Staaten zu tun haben , vor allem auch im Kreis der SADC , die in der Region zuständig ist. Wir führen einen Dialog mit den SADC - Staaten darüber , den wir auch fortsetzen werden. Aber unsere Erfahrung ist , dass eine mechanische Erhöhung des Drucks nicht dazu führt , dass die afrikanischen Staaten ihren Umgang mit Simbabwe ändern , sondern es ist fast umgekehrt , dass nämlich dann Reflexe von afrikanischer Solidarität aufkommen.Wir haben bisher noch keine Antwort gefunden , wie wir damit umgehen , aber wir werden selbstverständlich unseren intensiven Dialog mit den SADC - Staaten , natürlich auch mit Südafrika , fortsetzen. Wir wissen ja noch gar nicht , wie die Reaktion auf diese neuen Vorfälle ist. Im Hintergrund steht da auch die Ankündigung von Mugabe , nun möglicherweise noch einmal zu kandidieren. Darauf fehlen uns bisher die Antworten aus der afrikanischen Umgebung , die sehr wichtig sein werden , um zu entscheiden , wie man darauf reagiert. Ihr Schicksal ist noch unklar
