Precisely as an extension to this recognition , it is important to involve the national parliaments in the European context , so that they do not just hover out there like satellite stations. Hence my support for this report , which is a good and practical contribution to strengthening the role of the national parliaments , also in relation to the European Parliament

Mr President , I am delighted that this debate has taken the form it has. I think that shows that in this debate at least , sweeteners can be a as well.The rapporteur has steered this debate impeccably through the difficulties that we often encounter with these comparatively small arguments. The problem very often is that they turn into the legislative equivalent of a Venus Flytrap. You hover around them and suddenly you are sucked in and find enormous difficulties

These are the values which could and should be on the agenda as we construct Europe.Europe bears all or some of the responsibility for the most horrific events of the 20th century : two world wars , fascism and the totalitarian Communist regime.Over the last century , Europe witnessed three positive events , not all of which were of its doing : the end of colonial domination , the fall of the iron curtain and the emergence of the European structure.In my view , the fourth major mission which awaits Europe is to try and show , by its very existence , that it is possible to counter the huge danger which our contradictory civilisation allows to hover over the planet
Europa hat teilweise oder komplett die schlimmsten Ereignisse des 20. Jahrhunderts auf dem Gewissen : die zwei Weltkriege , den Faschismus und das totalitäre kommunistische System.Innerhalb des letzten Jahrhunderts gab es in Europa aber auch drei positive Ereignisse , wenngleich diese nicht ausschließlich ein europäisches Werk sind : das Ende der Kolonialherrschaft in der Welt , der Fall des Eisernen Vorhangs und der Beginn des Europäischen Einigungswerks.In meinen Augen wartet eine vierte bedeutende Aufgabe auf Europa : es muß versuchen , durch seine Existenz zu beweisen , daß es möglich ist , sich der großen Gefahr zu stellen , die seine mit Widersprüchen behaftete Zivilisation über diese Welt gebracht hat
