I therefore join in the regret at the lack of a decision by the ECOFIN Council on the CO2 tax and the decision taken by the Energy Council on SAVE II , which show that when it comes to realities , the Council wants neither taxes nor research , in other words it wants nothing at all when it comes down to it. The Commissioner said that the Union should take the lead in this field , and here one has to say that the Commission has taken the lead , but the Union certainly has not , and the risk we are running at the moment is that the climate issue will be one of the really sorry , not to say frosty chapters in the long history of the Union , while reality shows that what is in fact involved is global warming

Mr President , the outcome of the EU - Russia Summit was especially disappointing as regards human rights. The Prime Minister of Denmark , Mr Rasmussen , had the courage to remind Mr Putin that the conflict in Chechnya did not amount to a terrorism problem and that a political solution was needed. Mr Putin gave a frosty reply and that was as far as it went. When Europe had offered premature and uncalled - for congratulations on the use of banned chemical weapons on the hostages and hostage - takers in Moscow , it was not the moment to issue reprimands. Furthermore , the President of the Council had doubtless had his hands tied by his peers.No more was said about possible sanctions , which had been on the agenda since the summit of 1999 with Mr Yeltsin
Herr Präsident , die Bilanz des Gipfels EU/Russland ist besonders mager im Bereich der Menschenrechte. Zwar brachte der dänische Ministerpräsident Rasmussen den Mut auf , Präsident Putin darauf hinzuweisen , dass der Tschetschenien - Konflikt sich nicht auf ein Terrorismusproblem beschränkt und eine politische Lösung erfordert. Die Antwort von Präsident Putin war eisig , und dabei ist es geblieben. Nach den ebenso verfrühten wie unangebrachten europäischen Glückwünschen für die Vergiftung der Geiseln und der Geiselnehmer in Moskau mit verbotenen chemischen Waffen war dies wohl nicht der rechte Zeitpunkt für Vorhaltungen. Zudem waren dem europäischen Ratspräsidenten sicherlich von seinen Kollegen die Hände gebunden.Es ist also Schluss mit den Überlegungen über eventuelle Sanktionen , die immerhin noch auf dem Gipfel von 1999 mit Boris Jelzin auf der Tagesordnung standen
If that is the attitude , then we will never solve the problem , of course. If we all act in our own self - interest , we will be unable to reach a European solution. We will then end up in a frosty restructuring programme , which is exactly what is now threatening to happen. I think we are all agreed that that should not happen , but we must get the idea out of our heads that we can still have national carriers in this internal market. It is impossible to pursue sound social policy if the economic backdrop is in total disarray , and as far as that is concerned , the Council is innocent in all of this. The Commission has made a very good effort. There are many proposals before us , but these have all been rejected by the Council. The first thing the Council should allow the Commission to do is to talk with the United States on its own
Wenn dies unser Ausgangspunkt ist , dann werden wir selbstverständlich nie eine Lösung finden. Wenn wir nach dem Motto handeln jeder für sich , ist eine Lösung auf europäischer Ebene ausgeschlossen. Dann gelangen wir zu einer Sanierung , bei der keine Rücksicht genommen wird , und genau diese Gefahr laufen wir jetzt. Wir sind uns wohl alle einig , dass es nicht dazu kommen darf , doch müssen wir von der Vorstellung abrücken , wir könnten uns heute , in diesem Binnenmarkt , noch national carriers leisten. Eine vernünftige Sozialpolitik ist nicht möglich , solange sich der wirtschaftliche Hintergrund in einem völlig desolaten Zustand befindet , und der Rat hat diesbezüglich nichts unternommen. Die Kommission hat ihr Bestes getan. Es wurden zahlreiche Vorschläge vorgelegt , die der Rat jedoch allesamt verworfen hat. Das Erste , was der Rat tun sollte , ist , die Kommission die Gespräche mit den USA allein führen zu lassen. Geschieht dies nicht , dann soll man anschließend bei anderen Dingen den Mund halten
