I wonder , then , if it might have been more worthwhile to await finalization of the draft currently being drawn up by the Council of Europe , and then to subject it to careful appraisal. Is it a good idea to become involved here and now , on the basis of a draft which has not yet gone before the Assembly. Is this a good idea , given that a Parliament might take - or believe that it has taken - highly complex decisions on the basis of political alignments or votes , cast perhaps without full knowledge of the facts , or in any event in ways which leave inadequate scope for personal conviction. I believe that full freedom of conscience should be allowed in the vote on the report which is before us , bearing in mind - as far as the so - called statute of the embryo is concerned - that nothing can be done while some claim that embryos are mere clusters of cells , to be produced and used at will , and others recognize them to all intents and purposes as persons , with a statute and rights equal in all respects to those of fully - formed individuals. In any case , we must be aware that our vote will not put an end to this debate , which will remain open and which is above all a matter for cool and reasoned appraisal
Ich frage mich jetzt , ob es nicht vernünftiger gewesen wäre , zu warten , bis das Projekt , das zur Zeit vom Europarat ausgearbeitet wird , klar definiert ist , um es dann einer eingehenden Prüfung zu unterziehen. Ist es wirklich sinnvoll , daß wir uns auf der Basis eines Entwurfs äußern , der dem Parlament erst noch vorgelegt werden muß. Ist es wirklich sinnvoll , daß sich das Parlament hierzu äußert , wenn es Gefahr läuft , über derart komplexe Fragen auf der Grundlage von Entscheidungen zu befinden , über deren Tragweite man sich vielleicht nicht völlig im klaren ist oder die einer bestimmten Logik gehorchen , die der individuellen Überzeugung keinen angemessenen Raum mehr läßt. Ich bin der Meinung , daß bei der Abstimmung über diesen Bericht absolute Gewissensfreiheit gegeben sein muß , wobei wir uns klarmachen sollten , daß hinsichtlich des zu definierenden Status des Embryos nichts erreicht werden kann , wenn für die einen Embryonen nichts als Zellklümpchen sind , die nach Belieben hergestellt und verwendet werden können , und die anderen sie als vollwertige Menschen betrachten , ausgestattet mit Rechten , die denen bereits fertiger Individuen entsprechen. Wir müssen auch wissen , daß mit unserer Stimmabgabe kein Schlußstrich unter diese Debatte gezogen wird , sondern daß diese weiterhin offen bleibt , wobei vor allem unsere Diskussionsfähigkeit gefordert ist. The fact is we do not think there has been sufficient progress yet on the institutional profile. In our opinion , certain priority issues needed to be settled before the planned enlargement , in order to ease the adhesion procedure and avoid adding an appendix of unresolved institutional problems to the important negotiations. Obviously I am referring to the procrastination over the decision on the new weighting of votes in the Council and the linked political problem of the composition and functioning of the European Commission. Furthermore the slow progress in extending majority voting in the Council undermines the core of the process of integration of the Union , and represents a serious threat to the actual decision - making capacity of the European Union.The current system of treaty revision also needs to be reviewed as soon as possible , escaping the narrow intergovernmental focus and thus reducing the democratic deficit and involving the citizens more directly , through their elected representatives , in the process of European unification.Clearly we still have a long way to go , but we are optimistic and the first test will be in a few months time when , after the necessary harmonization of texts and finalization of legal details , the treaty will be signed and the European Parliament will then give its final opinion on its content
Unseres Erachtens sind die Fortschritte im institutionellen Bereich noch unzureichend. Einige vorrangige Fragen hätten unseres Erachtens noch vor der geplanten Erweiterung geklärt werden müssen , um das Beitrittsverfahren zu vereinfachen und wichtige Verhandlungen nicht mit immer noch ungelösten institutionellen Problemen zu belasten. Ich denke hier insbesondere an die Gewichtung der Stimmen innerhalb des Rates und das damit verbundene politische Problem der Zusammensetzung und der Funktionsweise der Europäischen Kommission. Ein weiterer Punkt ist der geringe Fortschritt bei der Ausweitung des Mehrheitsbeschlusses im Rat , der den Integrationsprozeß der Union wesentlich behindert , da er die Entscheidungsfähigkeit der Union selbst ernsthaft bedroht.Auch sollte das aktuelle System der Revision der Verträge überprüft werden , und man sollte den engen Rahmen der Regierungskonferenz verlassen und somit eine Verringerung des demokratischen Defizits und eine direktere Beteiligung der Bürger durch ihre Abgeordneten am Prozeß der Einigung Europas ermöglichen.Wie Sie sehen , liegt noch einer langer Weg vor uns , wir sind jedoch optimistisch , und wir werden in den kommenden Monaten eine erste Prüfung vornehmen , wenn nach der erforderlichen Harmonisierung der Texte und juristischen Überprüfung der Vertrag unterzeichnet werden und das Europäische Parlament dann definitiv zu seinem Inhalt Stellung nehmen wird
