Die konservativen Regierungschefs Major und Kohl hatten beim Gipfel von Edinburgh am Kamin beschlossen , die Spanier brauchten kein so qualitativ gutes Trinkwasser wie die Deutschen oder Engländer.Zum Teil schimmert diese Ansicht in dem unter der Präsidentschaft der britischen Sozialdemokraten zustande gekommenen gemeinsamen Standpunkt durch.
