| There is a precedent , which is the Convention for the Charter of Fundamental Rights. That idea came from the Heads of State or Government , felicitously invented by them in Helsinki , so it is hard to understand why those same Heads of State or Government should now mistrust that method. It is not a problem of the name ; it is a problem of substance. As well as the Commission , the European Parliament and the national parliaments should be involved not just in the debate but in drafting and drawing up the proposals as well.
