| Mr President , President - in - Office of the Council , before I get to the point , allow me to express my delight at appearing here as a representative of an Austrian minority. I believe that today is the first time in 80 years that an elected representative of part of the former crown land , principality and earldom of Tyrol has been able to stand before a representative of the government of the Republic of Austria , to take part in parliamentary exchanges and to participate in the parliamentary system. I think that this is the practical manifestation of those major advances which Europe offers us.Now to the matter at hand. I believe that it is not enough just to have no discrimination. What we need is positive discrimination for minorities , that is to say , active protection , and I hope the Council will not only apply itself to this in some detail , but will also seek to obtain appropriate proposals from the Commission.It is the opinion of the Council that the governments of the individual Member States are responsible for ensuring that within national communities , xenophobic tendencies do not lead to forms of discrimination which would be at odds with freedom and democracy , which are the very foundation of the European Union | Herr Präsident , Herr Abgeordneter. Ich selber verstehe valencianisches Katalanisch , nicht alles , aber einiges , allerdings spreche ich es schlecht. Auf die Frage , die Sie angesprochen hatten , möchte ich noch einmal sagen : Es ist die Kommission , die die Initiative zu ergreifen hat. Der Rat kann der Kommission nicht gut den Auftrag erteilen , eine Initiative zu ergreifen.Im vergangenen Jahrzehnt sind jedenfalls - und das möchte ich doch hier ausführen - in einer Reihe von Bereichen , die die Minderheitssprachengemeinschaften in der Europäischen Union betreffen , doch beträchtliche Veränderungen eingetreten. Auf nationaler Ebene führten Dezentralisierungsmaßnahmen insbesondere in den Bereichen Unterricht und Kultur auch zur Zunahme von Aktivitäten zugunsten einer Reihe von Minderheitsgemeinschaften |
