It may seem that the common agricultural policy or the trans - European transport network are higher priorities , but they are not.European copyright policy also relates to food and transport. It concerns the production and distribution of books and newspapers , of music , and of audio - visual and multimedia products. If these products are in short supply or of inferior quality , that will sound the death - knell for Europe. European society will be unable to assert its differentness , will lose its vitality and will fail to balance its trade unless it can claim that share of the cultural market that is its by right. With the advent of the Internet and digitalisation , and whatever other unknown technologies are around the corner , along with globalisation of the market , enlargement of the Union and the increasing role of multilateral treaties , a policy on copyright is a priority for Europe. That is because creators and artists act as our antennae for the future , as our critical conscience and as our calling card. Das ist nicht so.Auch bei der europäischen Urheberrechtspolitik geht es um Nahrung und Verkehr. Es geht um die Produktion und Verbreitung von Büchern und Zeitungen , von Musik , von audiovisuellen und Multimediawerken. Wenn diese Nahrungsmittel fehlen oder an Qualität verlieren , wird das zum sicheren Tod Europas führen. Die europäische Gesellschaft wird ihre Andersartigkeit nicht bestätigen , sie wird ihre Lebenskraft nicht stärken und ihre Handelsbilanz nicht ausgleichen , solange es ihr nicht gelungen ist , den Teil des Kulturmarktes zu besetzen , auf den sie ein natürliches Recht hat. Mit dem Auftreten des Internets und der digitalen Technik wie auch des übrigen , das auf uns zukommt und das wir noch nicht kennen , mit der Globalisierung des Marktes und der Erweiterung der Union , mit der Intensivierung der multilateralen Verträge ist die Urheberrechtspolitik eine europäische Priorität. Auch deshalb , weil die Schöpfer und Künstler unsere Antennen in die Zukunft , unser kritisches Gewissen und unsere Visitenkarte sind.
