We all know how dicey it becomes when we are exhausted doing something as simple as working on our computers. So how much more so dealing with technical issues. These young doctors , these junior doctors , are dealing with serious emergencies in a condition of extreme exhaustion. I hope very much , Mr President , and clearly from the debate so far , our colleagues also share this concern , that they will support all the amendments and I thank Mrs Smet very much for the amount of serious consideration she has given to this particular issue
Um wieviel riskanter ist es also , wenn man mit technischen Dingen zu tun hat. Diese jungen , diese angehenden Ärzte haben es mit ernsten Notfällen unter Bedingungen extremer Erschöpfung zu tun. Ich hoffe sehr , Herr Präsident , daß unsere Kolleginnen und Kollegen - und der bisherigen Aussprache entnehme ich , daß sie die Besorgnis teilen - alle Änderungsanträge unterstützen , und ich bin Frau Smets sehr dankbar , daß sie diesem speziellen Problem soviel ernsthafte Aufmerksamkeit gewidmet hat. Das ist im Augenblick ganz furchtbar
Mr President , I wish to begin by issuing a protest against our having to debate the Court of Auditors’ report without having access to it in advance , a state of affairs that puts us at a big disadvantage. Fortunately , we recognise more or less everything from previous years. We could perhaps have read last year’s report and put forward the same views. What we have here are the same problems and the same accounting deficiencies , and we learn that the problems will remain. We are told that the Court of Auditors ‘cannot guarantee’ etc. The talk is of dicey transactions , defects in the monitoring systems and hosts of errors etc , etc. There is a road map for an internal monitoring system , which I greatly welcome , but matters are mostly as they were before , that is to say in a bad state.I wish nonetheless to point out that the European institutions are of course audited by the European Court of Auditors , while the national systems are obviously audited by various national auditing bodies. As in so many other areas , there applies , in this context too , a rule whereby an 80/20 ratio applies according to which a fifth of the cashflows may be controlled here and the remaining portion on a national basis. It is incredibly important for us to put forward a proposal concerning the way in which we can produce some structured cooperation on this issue. Otherwise , the Court of Auditor’s task will continue to be impossible in practice.The main problems we see stem from the common agricultural policy , the Structural Funds and the Committee of the Regions. There is good cause for abolishing the agricultural policy , the Committee of the Regions and the European Economic and Social Committee. These are all things that belong to another era and perform no function in today’s EU
Herr Präsident. Zunächst möchte ich dagegen protestieren , dass wir den Jahresbericht des Rechnungshofes diskutieren sollen , ohne dass dieser uns vorher vorgelegen hätte , was für uns ein großer Nachteil ist. Zum Glück ist uns der Inhalt schon mehr oder weniger vom vergangenen Jahr bekannt , so dass wir vielleicht den Bericht des Vorjahres hätten lesen und die gleichen Anmerkungen machen können. Es geht um die gleichen Probleme , um die gleichen Mängel in der Rechnungsführung , also werden diese Probleme wohl auch weiterhin bestehen. Uns wird gesagt , der Rechnungshof „kann nicht garantieren“… Da ist von riskanten Transaktionen die Rede , von Mängeln im Kontrollsystem , von jeder Menge Fehlern usw. usf. Es gibt einen Fahrplan für ein internes Kontrollsystem , was ich sehr begrüße , aber das meiste bleibt wie bisher , d. h. schlecht.Dennoch möchte ich betonen , dass die europäischen Institutionen natürlich vom Europäischen Rechnungshof geprüft werden , während die Prüfung der nationalen Systeme selbstredend durch die jeweiligen Rechnungsbehörden der Mitgliedstaaten erfolgt. So wie auf vielen anderen Gebieten gilt auch in diesem Zusammenhang das Verhältnis 80 : 20 , d. h. ein Fünftel der Finanzmittel kann hier kontrolliert werden , der Rest auf nationaler Ebene. Es ist von größter Bedeutung , dass wir einen Vorschlag zum Prozedere für eine strukturierte Zusammenarbeit in dieser Frage erarbeiten. Anderenfalls ist es für den Rechnungshof auch künftig unmöglich , seiner Aufgabe in der Praxis nachzukommen.Unseres Erachtens ergeben sich die Hauptprobleme aus der gemeinsamen Agrarpolitik , den Strukturfonds und dem Ausschuss der Regionen. Es gibt gute Gründe , die Agrarpolitik , den Ausschuss der Regionen und den Europäischen Wirtschafts - und Sozialausschuss abzuschaffen. All diese Dinge gehören einer anderen Ära an und erfüllen in der gegenwärtigen EU keine Funktion. Stattdessen sollten die Mittel aus den Strukturfonds direkt an die ärmeren Mitgliedstaaten gehen. Dann würden alle von uns hier besprochenen Probleme weitgehend verschwinden. Flandern und Belgien hingegen haben sich für Scheintransparenz entschieden , indem sie alle Zahlen zusammenwarfen , so dass eine genaue Analyse unmöglich ist
