The terrible attacks have led even the least aware amongst us to realise that terrorism is a problem for all of us , and that it involves all of us , not just the victims directly affected. And that terror is not only caused by those who pull the trigger or press the detonator , but also by their accomplices , and we should therefore be pleased with the Council s decision to create a single list of all groups , bodies and people who support terrorism.Secondly , the decisions adopted in relation to designing the future of the Union seem to me to be very coherent with the demands of the European Parliament
Die schrecklichen Attentate haben auch den Unsensibelsten deutlich gemacht , dass der Terrorismus ein Problem aller ist und dass er uns alle angeht , nicht nur die unmittelbaren Opfer. Und dass nicht nur jene Terror säen , die den Abzugshahn oder Zünder betätigen , sondern auch deren Helfershelfer , und deshalb müssen wir uns zu dem Beschluss des Rates beglückwünschen , eine Liste der Gruppierungen , Einrichtungen und Personen zu erstellen , die den Terrorismus unterstützen.Ferner scheinen mir die verabschiedeten Beschlüsse für die Zukunftsgestaltung der Union mit den Forderungen des Europäischen Parlaments sehr kohärent zu sein
In El Ejido there is a serious social problem , problems of integration and employment and also a grave problem of public safety which acted as the detonator.These events have also acted as a wake - up call to our consciences. Here in this House , in Spain and in many other countries , we have all fixed on El Ejido. Yet what we do and say here and the concern we express will really serve no purpose unless this leads to the adoption of a much more determined attitude to finding out what is really happening , not only in El Ejido , but in many other places where this type of problem may be occurring at any given moment
In El Ejido existiert in der Tat ein schwerwiegendes soziales Problem , ein Integrationsproblem , ein Beschäftigungsproblem und auch , was der Auslöser gewesen ist , ein ernsthaftes Sicherheitsproblem für die Bürger.Dies war eine ernste Warnung an das Gewissen. Hier im Europäischen Parlament , in Spanien und in vielen Ländern schauen wir alle auf El Ejido , aber es würde uns wirklich nichts nützen , was wir hier tun und diskutieren , dieses Wehklagen wäre zu nichts nütze , wenn es uns nicht dazu veranlassen würde , in die Tiefe zu gehen , um wirklich zu erfahren , was geschieht , nicht nur in El Ejido , sondern an vielen anderen Orten , an denen genau wie dort zum gegebenen Zeitpunkt Probleme dieser Art auftreten können
We do not have sanctions , but the obligation to reduce deficits remains. Indeed , one of the Council’s conclusions highlights this. We must therefore save what may be left of the Pact today , in other words its spirit , the quest for stability and growth , using the one to achieve the other.What has happened also raises the question of the Franco - German relationship. It is not a question of its necessity as regards moving Europe forward but its credibility in ensuring that the steps forward are accepted. The Franco - German relationship is a driving force , but this driving force must not turn into a detonator that would cause Europe to explode. If it did , perhaps our debates would be quite different , as we also have to bear in mind that the figures at issue between the Council of Finance Ministers and the Commission in the cases of France and Germany , even with the error rates in our statistics , relate only to a gap of 0
Es gab zwar keine Sanktionen , jedoch bleibt die Verpflichtung zur Reduzierung der Defizite. Dies wird übrigens in einer der Schlussfolgerungen dieses Rates unterstrichen. Wir müssen heute soviel wie möglich von dem Pakt retten , das heißt seinen Geist , das Bemühen um Stabilität und Wachstum , die sich gegenseitig bedingen.Was da geschehen ist , wirft auch die Frage des Duos Frankreich - Deutschland auf. Es geht nicht um seine Notwendigkeit , um Europa voranzubringen , sondern um seine Glaubwürdigkeit , um den Fortschritten zur Akzeptanz zu verhelfen. Das Duo Frankreich - Deutschland ist ein Motor , aber dieser Motor darf nicht zu einem Sprengsatz werden , der Europa in die Luft jagen könnte.Ich bin der Meinung , dass wir jetzt wirklich eine tiefgreifende Debatte zur Reform des Stabilitätspakts brauchen und dass wir vor allen Dingen die echte Definition nicht nur von monetärer Stabilität , von finanzieller Solidität , mit Wachstum und mit sozialer Stabilität verbinden müssen
