The only thing that is asked of them is that they appear willing and acquiescent in the name of progress , which in the end is going to replace them and dehumanize them , transforming them into linchpins in the production of wealth for the benefit of big finance.It is still unclear what the legal framework for the protection of the privacy and dignity of the citizen will be. Are we talking about the pluralism of information or the super - concentration of means of communication in the hands of a few with the aim of directing free thought. The advance of technology and the development of satellite systems must be notable for the widest possible cooperation aimed at contributing to the improvement and upgrading of the standard of living of the citizen and at a human centred conception of progress. Programmes of international cooperation must not be used for military purposes and must not apportion the exploitation of space to large multinational companies
Unklar bleibt auch , wie der rechtliche Rahmen zum Schutz der Privatsphäre und der Würde der Bürger aussehen soll. Geht es uns denn um Pluralismus bei der Information oder um die extreme Konzentration der Kommunikationsdienste in den Händen einiger weniger mit dem Ziel der Manipulation des freien Denkens. Der technologische Fortschritt und die Entwicklung von Satellitensystemen müssen so weit wie möglich auf Kooperation beruhen und einen Beitrag zur Verbesserung und Anhebung des Lebensniveaus der Bürger leisten ; hier sollte ein Fortschrittskonzept zum Ausdruck kommen , das den Menschen in den Mittelpunkt des Interesses stellt. Die internationalen Kooperationsprogramme dürfen nicht für militärische Ziele genutzt werden , und sie dürfen auch nicht dazu führen , daß die großen multinationalen Unternehmen die Nutzung des Weltalls unter sich aufteilen. Die ausschließlich marktorientierte Nutzung der Möglichkeiten , die der Weltraum bietet , ist der erste Schritt auf einem für den ganzen Planeten und alle seine Bewohner gefährlichen Weg
Madam President , the Morgan report has the merit of focusing attention on the central importance of the cultural and educational dimension of the information society. The new technology certainly represents an extraordinary opportunity but it also conceals extraordinary risks. The two principal risks are exclusion and homologation. It is obvious that the most disadvantaged strata of society risk further marginalization by not possessing the cultural and economic tools to gain access to information. Furthermore , technology left exclusively in the hands of private initiative risks reducing culture to the banal , by progressively eliminating the individuality and expression of different local cultures.That is why we think the measures and initiatives set out in the Morgan report are crucial , particularly as regards teacher training. The Member States must commit themselves , amongst other things , to converting their national cultural collections into digital form to contribute to creating a European archive. And the Commission could enter the vast heritage of our museums , art galleries and theatres into the network of available information.We must also support our young people in deciphering this language so that we do not dehumanize it and we must also protect its content
Frau Präsidentin , Herr Kommissar. Der ausgezeichnete Bericht von Frau Morgan ist zu begrüßen , denn es ist höchste Zeit , die zentrale Stellung von Bildung und Kultur in der Informationsgesellschaft zu betonen. Nun ist es an der Zeit , Ressourcen in den Ausbau der Inhalte und die Hebung der Qualität fließen zu lassen.Der Markt für Multimedia - Bildungsmaterialien ist eine wachsende Branche , in der Zusammenarbeit zwischen Produzenten und Nutzern und die sprachliche und kulturelle Anpassung der Produkte im Interesse der europäischen Vielfalt notwendig sind. Zu diesem Zweck müssen für das Programm INFO 2000 mehr Mittel bereitgestellt werden , und in den Forschungsprogrammen muß die Entwicklung von Multimediaprodukten und Programmen für Unterrichtszwecke forciert werden.Außerdem ist es unbedingt notwendig , daß die Kommission das in Vorbereitung befindliche Grünbuch über Bibliotheken zügig zur Behandlung vorlegt und damit eine wichtige Diskussion einleitet über den Zugang der Allgemeinheit zu elektronischen Informationen , über Urheberrechte auch aus der Sicht der Nutzer , über den Stellenwert des Lesens und des Buches sowie über das Tätigkeitsbild von Beschäftigten im Informations - und im Bibliotheksbereich und über den Bedarf an Aus - und Fortbildung in der modernen vernetzten Informationgesellschaft. Auch in bezug auf Informationen sind die Probleme nämlich schon lange nicht mehr quantitativ , sondern in immer größerem Maße qualitativ. Die Frage ist doch , ob jeder Zugang zu den für ihn wichtigen Informationen hat , und ob er fähig ist , diese Informationen zu beurteilen und auszuwählen.Ebenso muß unsere Jugend bei der Entzifferung dieser Sprache flankiert werden , zum einen zur Vermeidung einer Deshumanisierung dieses Prozesses , zum andern aber auch im Hinblick auf den inhaltlichen Schutz
Madam President , ladies and gentlemen , first I want to congratulate Mrs Morgan on the quality of her report , a report that calls for several remarks on our part , with which I am sure many here agree.Over a period of some years now , many Europeans have become familiar with the new concepts of communication. France indeed spearheaded this cultural revolution by giving every French household access to minitel.Addressing the question of young people , President Jacques Chirac emphasized the urgent need to combat illiteracy and to give access to information technology to the greatest possible number of people , mainly by making it more affordable.This is a vital issue for Europe. The decisions we take must reflect this sense of urgency , for the new information technologies are advancing very rapidly.Those extraordinary educational tools represented by the multimedia must be used in a targeted manner. They must become the necessary accompaniment to traditional educational material such as books and the written word ; but under no circumstances must these various educational tools compete among themselves , for that would be disastrous.We must also support our young people in deciphering this language so that we do not dehumanize it and we must also protect its content. To protect does not mean to barricade ; on the contrary it means enabling each individual to express his or her vision , especially in cultural matters , on the basis of respect for all.Needless to say , at a time when we are all shocked by news of terrible barbarities , we must protect minors more effectively both in the creation and the dissemination of software. Once we have taken these precautions we can rise to the great challenge of promoting the establishment of networks and contacts between north and south , between urban and rural regions , tourist and industrial regions , in order to encourage our European co - citizens to carry out joint projects
Frau Präsidentin. Dies ist heute das dritte Thema , das mit der Informationsgesellschaft in Zusammenhang steht , und dies zeigt im Grunde schon , wie sehr wir uns dabei verzetteln , dieses gewaltige Problem zu erörtern. Heute vormittag ging es um die Informationsgesellschaft und soziale Fragen , jetzt haben wir es mit der Informationsgesellschaft und der Bildung zu tun.Zunächst möchte ich Frau Morgan zu ihrem guten Bericht beglückwünschen. Meiner Ansicht nach hat sie gut dargestellt , wie im Kulturausschuß , der zugleich der Bildungsausschuß ist , über den Inhalt der Informationsgesellschaft gedacht wird. Vor diesem Inhalt und dieser Entwicklung ist uns nicht bange , aber ihre neuen Chancen müssen auch genutzt werden. Worum es geht - und ich freue mich , daß ich diesem Kommissar jetzt dasselbe sagen kann wie heute vormittag einem anderen Kommissar - , ist natürlich dies , daß den kulturellen Aspekten - wobei Kultur im weiten Sinn zu verstehen ist - in der Politik auf dem Gebiet der Informationstechnologie Rechnung getragen wird , so daß hier Artikel 128 Abs. 4 tatsächlich zur Geltung kommt. Es darf nicht so sein , daß die kulturellen Aspekte diesen anderen Aspekten untergeordnet sind ; vielmehr müssen sie gleichwertig mit berücksichtigt werden. Aus meiner Sicht könnte dies eine typische Politik für Europa mit dem Ziel sein , mit den Entwicklungen in der Informationstechnologie Schritt zu halten. Die größte Gefahr besteht darin , daß wir stets hinterherhinken , weil wir Pläne ausarbeiten , anstatt sie durchzuführen. Für alle Schulen ein Internet - Anschluß : In Zusammenarbeit mit dem Programm Web for schools möchte ich persönlich dafür eintreten , daß wir , die Mitglieder des Europäischen Parlaments , eine Reihe von Schulen adoptieren , um dafür zu sorgen , daß unsere Gedanken , wie wir sie hier vortragen , auch in Taten umgesetzt und in die Bildung übertragen werden , wobei wir dann gleichzeitig den Kontakt zwischen dem Bildungswesen und dem Europäischen Parlament herstellen können. Eine Welt , deren einziges Ziel im Geldmachen liegt , wird dies nicht als vorrangig ansehen
