| Everyone now agrees that achieving the objectives set in Kyoto with regard to the reduction of greenhouse gases will be beneficial from three angles : the economy , the environment and preserving health.It is also clear that it will only be possible to achieve the Kyoto objectives if the European Union and the Member States use all the levers available to them in the context of a global strategy. We will be able to judge how effective this strategy is precisely by looking at quantifiable parameters.With this dual perspective , we welcome the publication of the Commission's White Paper , An energy policy for the European Union'. This document seems to represent a good foundation on which the Commission can build in order to establish the legal tool needed to effectively implement the global strategy.It is therefore within this general framework that the Member States must clarify their objectives , according to the type of energy and the economic sector , and they must be monitored regularly by the Commission. Particular attention must be paid to the construction and transport sectors , where considerable energy savings can be made.From this point of view , I think it is appropriate to also give priority to the new methods of transferring information. Developing such methods could possibly help solve the traffic jams that congest our cities and that are so costly , both in financial and economic terms , but also in terms of the environment and public health.Fourçans report.Finally , in the vote I have supported all the amendments which we tabled in the Green Group and which are of great importance for the future | Mit der Einführung des Euro werden die Länder der Euro - Zone gezwungen , eine gleichartige Wirtschaftspolitik zu führen. Das ist nicht verwunderlich , erklärt aber u. a. , daß wir den Euro für ein politisches Instrument halten , mit dem eine engere Integration erreicht werden soll. Die einzelnen Mitgliedstaaten sollten auf einer eigenständigen Wirtschaftspolitik bestehen , einschließlich einer eigenen Steuerpolitik , Mehrwertsteuer und Beschäftigungspolitik. Das Verfügen über eigene Instrumente zur Steuerung der Wirtschaft ist die Grundlage staatlicher Souveränität. Mit dem Euro müssen die Staaten dieses Recht aufgeben und sich den Interessen der Union unterordnen. Gleichzeitig untergraben sie dadurch die Grundlagen der Einzelstaaten. Die EU darf sich nicht in die wirtschaftlichen Steuerungsinstrumente der Mitgliedstaaten einmischen. Eine Währungsunion und eine Zentralbank werden langfristig nicht ohne gemeinsame Regierung und Parlament bestehen können , welche die Richtung angeben. Deshalb braucht die Währungsunion eine neue Form der politischen Integration , oder sie wird untergehen |
