I once again adamantly call on the EU and the rest of the international community to exercise moral and social responsibility by taking decisive steps - which include confronting China with the part that it plays in Sudan and the arms trade that keeps this situation going - to protect the people of Sudan and the refugees in neighbouring Chad , and to end this conflict

Switzerland has taken the view that by not joining the European Union it can remain in a sort of happy isolation. Switzerland can see that it is in an isolated position. However , I would like to reject most adamantly part of what has been said here today - by Mr Ferber and previously - and that is that this is the behaviour of robber barons , of highway robbers. As has already been said , Switzerland has a very specific , highly comprehensible traffic and environmental policy. However , Switzerland must also fit into the overall European picture. There's no way around it.Secondly : Obviously the basic characteristics of the landscape are a given
Die Schweiz hat gemeint , durch einen Nichtbeitritt zur Europäischen Union eine Art Insel der Seligen zu bleiben. Die Schweiz sieht , daß sie in einer isolierten Position ist. Ich möchte aber entschieden zurückweisen , was auch hier zum Teil gesagt wurde - vom Kollegen Ferber und auch vorher schon - , nämlich daß es hier um Raubrittertum geht , daß es um Wegelagerei geht. Die Schweiz hat , wie schon erwähnt , eine ganz bestimmte , durchaus verständliche Verkehrs - und Umweltpolitik. Aber die Schweiz muß sich auch einfügen in ein gesamteuropäisches Konzept. Daran führt kein Weg vorbei.Zweitens : Es ist sicherlich eine gewisse Charakteristik der Landschaft gegeben. Es mag schon sein , daß auch andere Landschaften schützenswert sind
The first point concerns the death penalty in Ukraine. I find it unacceptable that Ukraine signed the Convention on Human Rights , indeed that it promised to abolish the death penalty and that despite this , as the report clearly shows , 13 death sentences were carried out last year.It is simply a situation which we should not accept. We are judging Ukraine by different standards too simply because it wants to look European. This point is also particularly important because we are currently witnessing a renaissance of the death penalty in many countries in eastern Europe where there is political pressure either to retain the death penalty , or to reintroduce it for certain cases. It is important that we bring the European Union's role in setting standards to bear in our dealings with Ukraine.My second point relates to the energy policy. I am convinced , as point 18 of Mr Titley's report states , that we must help to make Chernobyl reasonably safe. But I am quite adamantly against point 19 because it is simply an attempt to replace one evil by another , that is , to close Chernobyl but to build new nuclear power stations. That is completely the wrong route and in my view it is a waste of every ECU invested in this misguided energy policy. I hope that the amendments which have been tabled on this point will prove successful in tomorrow morning's vote. Aid was and still is urgently needed ; it should be given in the simplest manner possible
Das eine ist die Praxis der Todesstrafe in der Ukraine. Ich halte es für unerträglich , daß die Ukraine der Menschenrechtskonvention beigetreten ist , auch versprochen hat , den Vollzug von Todesstrafen einzustellen , und trotzdem , wie auch aus dem Bericht sehr klar hervorgeht , im vergangenen Jahr 13 Todesurteile vollzogen wurden.Das ist einfach ein Zustand , den wir nicht hinnehmen sollten. Wir messen ja auch die Ukraine mit anderen Maßstäben , weil sie eine europäische Identität haben will. Ich halte diesen Punkt auch deshalb für so wichtig , weil wir in vielen Ländern Osteuropas geradezu eine Renaissance der Todesstrafe beobachten. Es gibt politischen Druck , die Todesstrafe entweder beizubehalten oder sie teilweise auch wieder einzuführen. Es ist wichtig , daß wir hier unsere Vorbildfunktion als Europäische Union ganz klar in die Waagschale werfen , wenn wir mit der Ukraine verhandeln.Der zweite Punkt bezieht sich auf die Energiepolitik. Ich bin voll der Meinung , wie es in Punkt 18 des Berichts Titley heißt , daß wir helfen müssen , Tschernobyl einigermaßen abzusichern. Aber ich bin ganz entschieden gegen Punkt 19 , weil hier versucht wird , den Teufel mit dem Beelzebub auszutreiben , d. h. Tschernobyl zwar zu schließen , aber neue Atomkraftwerke zu bauen
