That is the context in which the budget debate should be set. People say we need the budget to restore Europe’s credibility. Of course we do , but it should be the right budget. It should not be abstracted from the debate about Europe’s crisis , it should be part of the answer to it.I want to say a word about last Friday’s summit. There have been suggestions that I was not willing to compromise on the UK rebate ; that I only raised common agricultural policy reform at the last minute ; that I expected to renegotiate the CAP last Friday night. In fact I am the only British leader that has ever said I would put the rebate on the table

Haben wir den politischen Willen , hinauszugehen und mit ihnen zu sprechen , sodass sie unsere Führung als Teil der Lösung und nicht als Teil des Problems ansehen.In diesen Zusammenhang sollte die Haushaltsdebatte gestellt werden. Manche sagen , wir brauchen den Haushalt , um die Glaubwürdigkeit Europas wiederherzustellen. Natürlich ist das so , aber es sollte der richtige Haushalt sein. Er sollte nicht von der Debatte über die Krise Europas losgelöst sein , er sollte dazu beitragen , darauf eine Antwort zu finden.Lassen Sie mich kurz etwas zum Gipfel vom vergangenen Freitag sagen. Es gab Andeutungen , ich sei nicht bereit gewesen , zum britischen Rabatt Kompromisse einzugehen. Ich hätte die Reform der Gemeinsamen Agrarpolitik erst in letzter Minute angesprochen ; ich hätte erwartet , dass die GAP Freitagnacht neu verhandelt würde
I do not believe this to be an issue for the Committee on Budgetary Control only ; it is a problem that brings in other areas of responsibility also. It is , certainly , the responsibility of the Committee on Budgetary Control to identify how properly to recover funds that the Member States have improperly , though we hope not deliberately , abstracted.We have also to point out that it is still up to the Member States to decide on how 80 % of Community appropriations are to be subdivided. We should not therefore wage a war of religion between one state and the next or between the Commission and the Council , even though a minimum of flexibility is needed , is vital to prevent excessively rigid bureaucratic obstacles. In my view , at any rate , we need constantly to be checking and monitoring to be sure that these issues are being properly interpreted and it is not left to the Commission , in the end , to foot the bill.I am amazed that alongside the bad examples of Greece and Ireland , Italy does not for once appear. I think that this inability of the European Union to function properly at an internal bureaucratic and administrative level is then reflected in administrative and managerial chaos at an external level , in relation to Europe's citizens.As we speak , Commissioner , once again in Italy , at this very moment , farmers and milk producers are facing the police , they are being charged by the forces of law and order because they need to demonstrate in front of the factories of the big multinationals in an effort to limit the damage caused by the infamous quotas , the surpluses of which they are the victims rather than the perpetrators
Aufgabe des Ausschusses für Haushaltskontrolle ist es gewiß , anzugeben , mit welchen Methoden auf korrekte Weise zurückgeholt werden kann , was die Mitgliedstaaten unzulässigerweise , hoffentlich nicht bewußt , abgezogen haben.Wir müssen auch daran erinnern , daß die Aufteilung von 80 % der gemeinschaftlichen Haushaltsmittel noch immer dem Ermessen der Mitgliedstaaten überlassen bleibt. Es darf mithin keinen Glaubenskrieg zwischen einzelnen Staaten , zwischen Kommission und Rat geben , auch wenn sich ein Minimum an Flexibilität empfiehlt , weil es unerläßlich ist , um allzu starke bürokratische Blockierungen zu vermeiden. Nach meiner Beurteilung sind daher ständige Überprüfungen und Feststellungen notwendig , um sicherzustellen , daß diese Interpretationen in die richtige Richtung gehen und daß nicht zum Schluß die Kommission diejenige ist , welche zahlen muß.Ich wundere mich , daß neben den Negativbeispielen Irland und Griechenland nicht ein weiteres Mal Italien genannt wird. Ich glaube , daß die genannten bürokratisch - administrativen Funktionsstörungen innerhalb der europäischen Union sich sodann in der chaotischen Verwaltung und Betriebstätigkeit nach außen , also gegenüber den Bürgern Europas widerspiegeln.Während wir reden , Herr Kommissar , stehen in diesem Moment in Italien ein weiteres Mal Milch produzierende Bauern und Züchter der Polizei gegenüber ; sie werden von den Ordnungskräften attackiert , weil sie vor den Fabriken der großen Multis demonstrieren und so versuchen , die Schäden der berühmten Quoten und Überschüsse , deren Opfer sie eher sind als deren Verursacher , zu begrenzen. Auch dies ist eine Folge schlechter Verwaltungsinformation und schlechter interner Betriebstätigkeit
Mr President , the radical members of the Bonino List will vote against the proposal for a Council initiative and therefore , while voting in favour of some of amendments improving the rapporteur s proposals , we will also vote against the report as a whole.The fundamental reason for this is one that affects these and all initiatives dealing with the framework of criminal legislation in the Union. As a European federalist , and therefore not a Eurosceptic , I consider it monstrous that criminal legislation should be adopted and implemented without any approval by a democratically and legitimately elected Parliament with the legitimacy to grant it. Here , as elsewhere , I find the road the European Union is taking monstrous.Criminal law cannot be removed from parliamentary debate. Because of the very delicacy of the matter , it cannot be abstracted from more general considerations relating to society , risks , weights and counterweights , fundamental causes , and economic and social causes. The only line on which European integration policy is advancing rapidly is that of repression , because that is easy. Decisions are prepared by groups of civil servants from the Ministries of Justice and Home Affairs , whose only concern is the efficiency of the repression mechanisms , without any consideration - it is not their fault , that is their craft , their professional approach - or concern for issues arising from society , the economy , work , international policy or development. We are travelling very fast down the line of repression while , on the other lines , such as guaranteeing the right of asylum and the right to a defence , the European Parliament , the European Union , the European Commission and the Council are incapable of making progress. So that is the main reason why we cannot accept the Council s proposals. We cannot accept a report which does not reject them out of hand because , even on this matter , the European Parliament - as usual - is just being consulted and does not have any real powers.As to the merit of the argument - as Mrs Boumediene - Thiery and Mrs Frahm have said - it is an illusion to imagine that strengthening the ban on immigration produces anything other than a strengthening of illegal immigration and the forces of illegality overwhelming us. Our frontiers are being overwhelmed by the illegality produced by our prohibitionist laws. That is the reality. We should not delude ourselves that we can solve the problem by tinkering with the penalties for carriers of illegal immigrants without democratic consultation. It is possible - although I hope this does not happen - that we will only succeed in making things worse.At the same time , the fundamental economic causes are not being addressed. Commissioner Lamy put a brave proposal to the European Commission for unilateral liberalisation of imports from the poorest countries. That is a means of attacking the fundamental causes , not just doling out charity , alms and assistance but opening our markets to their agricultural products and basic manufacturers. Everything but arms the proposal was called. It was sunk by the lobbies in the European Union and , consequently , pressure from migrations is growing ever stronger. So the Lamy proposal gets sunk and , at the same time , we delude ourselves that we can solve the problem by a few months increase in the penalties meted out to those who ply a trade we have presented them with as a gift , for profits we , with our laws , make possible.We cannot delude ourselves - I say this to Mr Ceyhun and Members on the left - that partial improvement - we are in favour of certain amendments - of this repressive framework can change the situation. Only as a lesser evil do we support the distinction between immigration for economic profit and immigration for humanitarian purposes , but we do not think it can solve the problem , as you on the left point out yourselves , when you assert that economic causes are ultimately responsible for immigration. How can you sustain the argument that economic causes are the fundamental causes and , at the same time , take such a strong stand against the entrepreneurs and profiteers running illegal immigration
Herr Präsident , die beiden Initiativen der Französischen Republik zur besseren Definition und verstärkten strafrechtlichen Ahndung der Beihilfe zur illegalen Einreise und zum unerlaubten Aufenthalt von Ausländern auf dem Gebiet der europäischen Länder sind meines Erachtens besonders angebracht.Die stark anwachsende illegale Einwanderung wird nämlich zu einem Kernproblem unserer Staaten. Ein guter Indikator ist die Zunahme der Asylanträge , die sich innerhalb von drei Jahren in den größten EU - Staaten etwa verdoppelt haben , wobei allerdings ungefähr drei Viertel dieser Anträge als unbegründet zurückgewiesen werden , was in vielen Ländern zu einem spürbaren Anstieg der Zahl der illegalen Einwanderer führt.Nach Schätzungen von Europol reisen jährlich etwa 500 000 Illegale in die Union ein. Dieser Zustrom von ausgegrenzten Personen wirkt sich günstig auf sämtliche Formen des Verbrechens und der Ausbeutung aus. Laut der Organisation der Vereinten Nationen lebt allein in Europa eine halbe Million Menschen aus dieser Masse Illegaler unter sklavenähnlichen Bedingungen , wobei es sich zum Großteil um Frauen und Kinder als Opfer sexueller und wirtschaftlicher Ausbeutung handelt.Diese Situation ist eine Schande für Europa , und ich bin wirklich entsetzt , wenn ich die Mitteilung der Kommission vom 22. November 2000 über die gemeinschaftliche Einwanderungspolitik lese und darin nur einen einzigen kurzen Abschnitt über die illegale Einwanderung finde , der noch dazu äußerst vage formuliert ist. Außerdem bin ich entsetzt darüber , dass der erste konkrete Vorschlag der Kommission , der im Sinne der Umsetzung dieser Politik formuliert wurde , einen besonders laxen Richtlinienentwurf zur Familienzusammenführung beinhaltet.Man hat , wie bereits gesagt , den Eindruck von einer Kluft zwischen den Anliegen der Kommission und denen der Mitgliedstaaten , die sich mit den wirklichen konkreten Problemen befassen. Denn nach der französischen Präsidentschaft , die die Bekämpfung der illegalen Einwanderung zu einer ihrer Prioritäten erklärt hat , läuten nun der britische Premierminister Tony Blair und sein italienischer Kollege Giuliano Amato die Alarmglocke und fordern einen Aktionsplan für den Kampf gegen diesen Menschenhandel.Aus diesem Grund bin ich ganz der Meinung von Herrn Kirkhope , der äußerte , die Änderungsanträge des Ausschusses für die Freiheiten der Bürger seien vollkommen unangebracht , weil sie den französischen Text abschwächen. Außerdem bin ich der Ansicht , dass diese Texte genau zum richtigen Zeitpunkt kommen. Im Gegensatz zu den Behauptungen in einigen Änderungsanträgen des Ausschusses ist es nicht erforderlich , dass wir eine generelle Einwanderungspolitik abwarten , bevor wir umgehend in diesem speziellen Bereich der illegalen Einwanderung Maßnahmen ergreifen.Diese Maßnahmen sind dringlich , sie drängen sich geradezu auf. Im Übrigen sind sie laut Vertrag von Amsterdam vorgeschrieben , denn in dessen Artikel 63 Absatz 3 wird gefordert , dass innerhalb von fünf Jahren nach seinem Inkrafttreten vorrangig Maßnahmen u. a. in dem Bereich illegale Einwanderung und illegaler Aufenthalt , einschließlich der Rückführung solcher Personen , die sich illegal in einem Mitgliedstaat aufhalten getroffen werden.Die Initiativen der Französischen Republik zur illegalen Einwanderung müssen also gebilligt , umgesetzt und verstärkt werden. In diesem Zusammenhang ist übrigens Artikel 67 Absatz 1 des Vertrags von Amsterdam zu begrüßen , in dem trotz einiger bedauerlicher Bestimmungen klugerweise das Initiativrecht der Mitgliedstaaten neben dem der Kommission beibehalten wird , und zwar sogar in dem Teil der Einwanderungspolitiken , der vergemeinschaftet wird. Diese außergewöhnliche Konstellation , die sich in dem vorliegenden Fall als sehr positiv erweist , könnte leider nur vorübergehender Natur sein , da sie lediglich für einen Übergangszeitraum von fünf Jahren nach Inkrafttreten des Vertrags vorgesehen ist. Diese Regelung gilt also bis zum 30. April 2004 , aber gerade Anfang 2004 soll eine Regierungskonferenz stattfinden , die sich vor allem mit der Kompetenzverteilung zwischen der Union und ihren Mitgliedstaaten befassen wird.Ich glaube , die Verlängerung und Ausdehnung des Initiativrechts der Mitgliedstaaten wäre eine wichtiger Punkt für die Tagesordnung dieser Konferenz.Abschließend möchte ich nochmals bekräftigen , dass die radikalen Abgeordneten der Bonino - Liste den Bericht ablehnen
