| Mr President , I will make a few brief and concise observations.I fully agree with what the rapporteur said about the legislative procedure , the role of Parliament and the need for loyal cooperation between the institutions. I also agree with the rapporteur on his modifications to the Commission s basic proposals. The Commission proposes a special tax , an abscissa of 50% with a threshold of 70%. Mr Katiforis proposes , firstly , to reduce this threshold to EUR 60 - a proposal which my group agrees with - and secondly , to offer the States which this directive is aimed at an alternative option : to apply the rate of 71% , including within this rate both special taxes and valued - added tax | Herr Präsident , ich möchte einige kurze und punktuelle Bemerkungen machen.Ich stimme völlig mit dem Berichterstatter überein in Bezug auf das Gesetzgebungsverfahren , die Rolle des Parlaments und die Notwendigkeit einer redlichen Zusammenarbeit zwischen den Institutionen. Ich stimme mit dem Berichterstatter auch in den Änderungen überein , die er zu den wesentlichen Vorschlägen der Kommission vornimmt. Diese schlägt uns eine spezielle Steuer vor , eine Abszisse von 50 % mit einer Mindeststeuer von 70 %. Herr Katiforis schlägt erstens vor , diese Mindeststeuer auf 60 Euro zu senken - ein Vorschlag , dem meine Fraktion zustimmt - , und zweitens , den Anwenderstaaten dieser Richtlinie eine alternative Möglichkeit einzuräumen , nämlich einen Satz von 71 % anzuwenden , wobei darin sowohl die Verbrauchssteuern als auch die Mehrwertsteuer enthalten sind |
