Finally , the recent transatlantic dialogue in Ljubljana just got better. More was discussed and more was agreed , and like my colleagues I can agree we need to raise this now to the agreed level of the 1997 Houston Joint Declaration
Abschließend möchte ich feststellen , dass auf dem kürzlich durchgeführten transatlantischen Dialog in Laibach eine höhere Qualität erkennbar war. I myself have visited the camps at Tindouf where this extremely difficult situation has been going on for 25 years.It must be noted , however , that one of the parties involved , Morocco in this instance , that has diplomatic weight and the wheels of state at its disposal , is making less of an effort to ensure that the peace plan , in other words the Houston agreements that it did , in fact , sign , is implemented. It continues to talk about the problem of territorial integrity , a term used by the King , particularly during his last official speech

Ich bin selbst in den Lagern von Tindouf gewesen , wo die sehr schwierige Situation nun schon seit 25 Jahren andauert.Es muss allerdings festgestellt werden , dass eine der beiden Seiten - nämlich Marokko - , das ein bestimmtes diplomatisches Gewicht aufweist und über alle Mittel eines Staates verfügt , weniger Anstrengungen zur Umsetzung des Friedensplanes , d. h. des Houston - Abkommens , unternimmt , obwohl es ihn unterzeichnet hat. Marokko spricht weiterhin von einem Problem der territorialen Integrität. Dies sind die Worte , die der König verwendet , insbesondere anlässlich seiner letzten Thronrede. Es geht jedoch um den Selbstbestimmungsprozess eines Volkes und um die Anwendung von UNO - Resolutionen
We want the Commission , Parliament and the Council to clearly set out in one document - in a resolution - their support for the Secretary - General of the United Nations and for the efforts being made.I would also like to remind you of what the Security Council says and what we are all aware of : the Polisario Front has already accepted all the measures being proposed by the Secretary - General , and is also responding to the Houston agreements and the Secretary - General's proposal. We also know that Morocco is continuing to put the matter off , and is apparently still trying to wear down the people and exhaust the patience of the international community
Ich möchte ebenfalls daran erinnern , Herr Präsident , was der Sicherheitsrat gesagt hat und wir alle wissen : daß die Polisario schon alle vom Generalsekretär vorgeschlagenen Maßnahmen akzeptiert hat und darüber hinaus den Vereinbarungen von Houston und dem Vorschlag des Generalsekretärs nachkommt. Wir wissen auch , daß Marokko die Angelegenheit weiter auf die lange Bank schiebt , offensichtlich auf die Erschöpfung der Bevölkerung und auch auf die Erschöpfung der Geduld der internationalen Gemeinschaft setzt.Wir , Herr Kommissar , die wir Marokko so nah sind , dessen Volk und Regierung wir achten und bewundern , müssen seiner Regierung - in Freundschaft aber auch mit Entschlossenheit - sagen , daß sie ihre Zustimmung zum Friedensplan geben muß , daß diese Situation so nicht weiterbestehen kann
