Are you seriously trying to tell us that they will be by the autumn. The fact is that I cannot seriously believe that they will be.It follows that honest dealing with Turkey is also about nobody , come the autumn , fooling us into believing that the Turks already fulfil the conditions , so that we can negotiate with them. It is also about the issue of negotiations – and of when they are to get going – not having the inevitable conclusion that they have to be started ; instead , we have to be honest and frank in our dealings with them.I think it very important , Mr President - in - Office , that you should bear this point of view in mind as you set to work.The second relevant point is that the European public have , as we know from the elections , considerable reservations about us. If I may adapt Berthold Brecht’s phrase , we cannot elect a new public in Europe ; we have to live and work with the one we have
Und es gehört dazu , dass die Frage der Verhandlungen , wenn sie aufgenommen werden sollten , nicht automatisch zum Ergebnis führt , sie müssten aufgenommen werden , sondern dass offen und ehrlich verhandelt wird.Herr Ratspräsident , es wäre sehr wichtig , dass Sie diesen Gesichtspunkt in Ihre Arbeit aufnehmen.Der zweite Punkt , der von Belang ist : Die Bürger haben uns in Europa bei der Wahl , wie wir wissen , mit beträchtlicher Zurückhaltung betrachtet. Nun können wir uns nicht - frei nach Berthold Brecht - neue Bürger in Europa wählen , sondern wir müssen mit denen leben und arbeiten , die es nun einmal gibt. Deswegen müssen wir nach meiner festen Überzeugung die Chance der Verfassungsdiskussion ergreifen , um den Bürgerinnen und Bürgern in Europa Europa näher zu bringen. Dazu bietet die Verfassungsdiskussion eine einmalige Chance. Es ist unser aller Verpflichtung , diese Verfassung umzusetzen und sie dem Bürger näher zu bringen
Mr President , unlike the previous speaker , who quoted George Bush senior , I would rather quote Berthold Brecht. George Bush talked about points of light , but Berthold Brecht said : die im Dunkeln sieht man nicht , which brings me straight to the heart of my short speech.The fact of the matter is that one in five people in this world do not have access to clean drinking water , primary health care or primary education. Europe , which is not only a trading bloc , but also one of values and standards , is an area that could make a huge impact on that level. Last year , we sealed an agreement with each other , on the other side of that table , on which occasion the Commission , the Council and Parliament put their signatures to Budget 2001. In this budget , they doubled the appropriations in all regional programmes for external aid , both for primary health care and primary education , not over and above but within the scope of the budget. Targets were set and extra staff were made available. It is of the utmost importance to our Socialist Group for the Commission to actually take steps now in its work programme for this year in order to instruct the EU delegations in the regions , and our counterparts , with whom we jointly do business , as well as our own service. We also want the Commission to make additional staff available for the purpose of acquiring expertise in health care and education , so that we can actually make rapid progress in this respect too. If the Commission takes this line , it will lead to a more results - orientated style of working , with less emphasis on the open - ended hoarding of budgets. It will mean that more effort will be made to achieve direct results in fields that are also extremely fundamental to development
Herr Präsident. Im Gegensatz zu meinem Vorredner möchte ich nicht George Bush sen. zitieren , sondern Bertolt Brecht. Während George Bush von points of light sprach , sagte Bertolt Brecht : die im Dunkeln sieht man nicht , und damit komme ich sogleich zum Kern meiner kurzen Ausführungen.Jeder fünfte Mensch in dieser Welt hat keinen Zugang zu sauberem Trinkwasser , zu medizinischer Grundversorgung und zu einer Grundausbildung. Die Europäische Union , die nicht nur einen Handelsblock , sondern auch eine Werte - und Normengemeinschaft darstellt , könnte auf diesem Gebiet einen wichtigen Beitrag leisten. Im vergangenen Jahr wurden auf der Grundlage einer zwischen der Kommission , dem Rat und dem Parlament hinsichtlich des Haushaltsplans 2001 getroffenen Vereinbarung in sämtlichen Regionalprogrammen die Mittel für Auslandshilfe , die sowohl die medizinische Grundversorgung als auch die Grundausbildung betrifft , im Rahmen des bestehenden Haushalts und nicht en plus , d. h. als Nachtrag , verdoppelt. Es wurden Ziele gesetzt und zusätzliches Personal bereitgestellt. Die PSE - Fraktion begrüßt außerordentlich , dass die Kommission laut ihrem Arbeitsprogramm für dieses Jahr nunmehr konkrete Schritte unternimmt und den EU - Delegationen in den einzelnen Regionen , unseren Kooperationspartnern und gleichzeitig unserem eigenen Dienst entsprechende Anweisungen erteilt sowie zusätzliches externes Fachpersonal in den Bereichen Gesundheits - und Unterrichtswesen zur Verfügung stellt , damit diesbezüglich tatsächlich rasch Ergebnisse erreicht werden können. Diese Überlegungen der Kommission bewirken , dass ergebnisorientierter gearbeitet wird und nicht mehr so viel Haushaltsmittel endlos verpulvert werden und dass man mehr bestrebt sein wird , direkte Ergebnisse auf Gebieten zu erzielen , die für die Entwicklung ebenfalls von ganz wesentlicher Bedeutung sind. Damit könnte von Europa ein großartiges Signal ausgehen , das erkennen lässt , dass uns der soziale Bereich nicht nur intern , sondern auch extern am Herzen liegt. Hoffentlich wird die Kommission in diesem Jahr diesbezüglich eine gute Bilanz präsentieren können. Wir wollen eine stärkere Einbindung der nationalen Parlamente , und zwar auf systematischer und konstruktiver Grundlage
