There are still several regions under the sovereignty of Member States that do not share the same status as the outermost regions. For example the citizens of the British Virgin Islands or Greenland are citizens of the European Union , but European Parliamentary elections are not held in those regions , while the citizens of Aruba are citizens of the European Union who happen to be entitled to vote in the European Parliamentary elections

There is a tendency to neglect the importance , the scope and the opportunities for the OCTs to be able to access as users Community programmes in general. This is new and should be highlighted.I have remarks to make concerning two chapters of the proposal - financial aid and trade.As to the European Development Fund , it is correct that , in respect of the past , financial aid will no longer be given to three OCTs - Aruba , the Cayman Islands and the British Virgin Islands - because their GNP is now near or even higher than in the Community. It is important that all Members of Parliament are made aware of this. We have to get out of the habit of having OCT issues being discussed only in the few Member States that have a direct part in the discussion. In the past , it has looked a little too much like a self - service shop. We are talking about Community matters and they should be discussed at that level.For all the other OCTs , in the future funds will be granted following more objective , transparent and coherent criteria.Income , GNP , has to be one of them , along with population , as we want to ensure that the taxpayers money is spent where it is most needed , and this means in the fight against poverty
Man ignoriert oft die Bedeutung , den Umfang und die Möglichkeiten des allgemeinen Zugangs der ÜLG zu den Gemeinschaftsprogrammen als Nutzer. Das ist neu und sollte herausgestellt werden.Meine Bemerkungen beziehen sich auf zwei Kapitel des Vorschlags , auf die Finanzhilfe und den Handel.Was den Europäischen Entwicklungsfond angeht , so ist richtig , dass im Unterschied zur bisherigen Praxis drei ÜLG Aruba , die Kaimaninseln und die Britischen Jungferninseln keine Finanzhilfe mehr erhalten , da sich ihr BSP dem der Gemeinschaft angenähert hat oder es sogar übertrifft. Es ist wichtig , dass alle Abgeordneten das zur Kenntnis nehmen. Wir müssen uns abgewöhnen , dass ÜLG - Fragen nur in den wenigen Mitgliedstaaten diskutiert werden , die es unmittelbar angeht. In der Vergangenheit sah das etwas zu sehr nach einem Selbstbedienungsladen aus. Wir sprechen über Gemeinschaftsangelegenheiten , und daher sollten sie auch auf der Ebene der Gemeinschaft erörtert werden.Für alle anderen ÜLG gilt , dass die Mittel künftig nach objektiveren , transparenteren und kohärenteren Kriterien zugewiesen werden.Zu diesen Kriterien muss das Einkommen , das BSP , gehören , und auch die Bevölkerungszahl , denn wir wollen sicherstellen , dass das Geld des Steuerzahlers dort eingesetzt wird , wo es am meisten gebraucht wird , nämlich im Kampf gegen die Armut. Das ist der Eckpfeiler der Entwicklungspolitik der EU , und dabei möchte ich bleiben auch aus Achtung vor der klaren Unterstützung dieses Hauses für diese Entwicklungspolitik
