Mr President , I know that our concerns are close to the Commissioner's heart. You , Commissioner , are a young and beautiful woman , and , whilst you have no need of cosmetics , I need them urgently. I will be seventy next year , and , whilst I am very keen to get some anti - wrinkle cream , I do not want some animal to suffer as a result. Do you really believe any woman would use any cosmetic product if she had to see an animal suffer for it. We want to look good without others having to suffer to make it possible. I really want to make an appeal to the cosmetics industry. Look how the introduction of the catalytic converter led to prophecies of ruination and claims that the end of the motor industry was nigh - - and yet , it experienced a boom.Why does the cosmetics industry not announce that it will invest money - a great deal of money - in research , in order to have the means to make women beautiful , but not at the cost of the suffering of others. I believe the cosmetics industry would enjoy a massive upturn , and European women like us would be even more beautiful than all the other women on earth. These products would not have been subject to the full tests that provide the same guarantees as those carried out on animals

I just want to return to one point and not so much correct Mrs Flemming as just add to what she said , so that our male visitors can be aware that it is of relevance to them , too : the Cosmetics Directive that we are discussing today is not just about anti - wrinkle creams - which I , at the age of 49 and working in Parliament , urgently need - but it is also particularly relevant to deodorants , shampoos , aftershave , toothpaste , soap - which all of us here today use on a daily basis. The subject we are dealing with today , namely the issue of whether animals should be made to suffer for the sake of these products , is of concern to all of us irrespective of gender. It is obvious that lipsticks and anti - wrinkle creams are always particularly useful for making points and adding emphasis.I thank you for your support. The past years have seen us working very closely together , which has involved the blurring of group boundaries. We had elections in my country on Sunday , and election campaigns tend to polarise in order to emphasise differences. Perhaps I should do that better in this House , but I am unable to. I can only thank my fellow Members from other groups for their help and support , notably Mrs García - Orcoyen , who , along with Mrs Flemming , is doing most of the PPE group's work on this issue ; I could not , in fact , ask for greater support from an opposing group
Ich möchte noch einmal auf einen Punkt hinweisen und Frau Flemming nicht wirklich korrigieren , sondern nur ergänzen , damit sich auch die männlichen Besucher angesprochen fühlen : Wenn wir heute über die Kosmetikrichtlinie sprechen , dann hat das nicht nur mit den Antifaltencremes zu tun , die ich jedenfalls mit 49 Jahren bei meiner Arbeit hier im Europäischen Parlament dringend brauche ; es hat insbesondere auch etwas mit Deodorants zu tun , mit Shampoos , mit Aftershave , mit Zahncremes , mit Seifen - was also alle , die hier im Raum sind , täglich benutzen. Das Thema , das wir heute behandeln , nämlich die Frage , ob Tiere für diese Produkte gequält werden dürfen , geht uns alle unabhängig vom Geschlecht an. Klar ist , dass Lippenstifte und Faltencremes immer besonders pointierbar und hervorhebbar sind.Ich danke Ihnen für Ihre Unterstützung. Wir haben in den vergangenen Jahren sehr eng zusammengearbeitet , auch über die Fraktionsgrenzen hinweg. In meinem Land hatten wir am Sonntag Wahlen , und im Wahlkampf polarisiert man eigentlich eher , um Unterschiede hervorzuheben. Vielleicht sollte ich das auch hier besser tun , aber ich kann es nicht. Ich kann den Kolleginnen und Kollegen von den anderen Fraktionen nur für ihre Hilfe und Unterstützung danken , insbesondere auch Frau García - Orcoyen , die in der EVP , wie Frau Flemming , dieses Thema in erster Linie bearbeitet ; mehr Unterstützung könnte ich mir eigentlich von einer gegnerischen Fraktion nicht wünschen. Mr President , I would like to congratulate the rapporteur on a very good report. There was also a very good debate in committee.The issue of animal testing has been of concern to this Parliament for a long time and is also reflected in the level of lobbying by constituents who want to keep the ban on marketing cosmetics. It is time for us to ensure that action is taken ; that the concerns of our citizens and those who care about animal welfare are properly addressed by a complete ban on sales of cosmetics tested on animals and a testing ban. As other Members have said , there have been enough postponements : from 1998 to 2000 , and then to 2002. We have to set a date and keep to it. There can be no justification for making animals suffer in tests when there are proven , effective and safe alternative testing methods and 8 000 cosmetic ingredients already in use. And we are talking about cosmetics , not medical products ; we are talking about shampoos and anti - wrinkle creams , and as Mr Davies said earlier , there is certainly no shortage of those in the shops already.Consumers must have the right to choose whether the products they buy have been animal - tested and to be warned if those products contain allergens , so the issue of labelling is essential. We would have liked , as a group , to have seen the report further strengthened by the adoption of a ban on the use of allergenic fragrances , particularly in baby products.So I would urge Members to support the report , which is in line with the demands of the majority of the people we represent throughout Europe. It would not endanger consumer safety and it would certainly force the cosmetics industry to speed up development of the alternatives which we know are available and which can be developed by alternative testing methods in future.With a marketing ban and a ban on animal experiments , together with other measures supported by the Committee on the Environment , Public Health and Consumer Policy , I believe we shall make significant progress , I am glad to say
Herr Präsident. Verehrte Kollegen. Der Bericht von Frau Roth - Behrendt ist hervorragend. Ich freue mich über eine Beschränkung der Tierversuche.Weiterhin schlägt Frau Roth - Behrendt ein totales Vermarktungsverbot für an Tieren getestete Kosmetika vor , welches fünf Jahre nach Annahme der Richtlinie in Kraft treten soll , selbst wenn alternative Testmethoden bis dahin noch nicht zur Verfügung stehen. Diese Vorgehensweise mag vorübergehend die Produktentwicklung in der Kosmetikindustrie einschränken , wird jedoch auch ein signifikanter Anreiz für die Entwicklung alternativer Testmethoden sein , die ohne Tierversuche auskommen. Das vorgeschlagene Verbot von Tierversuchen allein reicht hingegen nicht aus , da die Industrie ihre Versuche ganz einfach in Drittländer verlagern kann. Daher ist ein Vermarktungsverbot notwendig. Ein solches Verbot verhindert , dass es zu einer Wettbewerbsverzerrung zugunsten der Hersteller in Drittländern kommt , dadurch dass sie weiterhin Tierversuche durchführen können. Ganz im Gegenteil sollte der Wettbewerb die Entwicklung alternativer Verfahren stimulieren.Mir als Liberalem liegen die Rechte des Einzelnen sehr am Herzen. Ich erlaube mir auch , darin das Recht der Tiere einzubeziehen , nicht unnötigen Leiden ausgesetzt zu werden. Besonders befürworte ich , dass der Verbraucher sich nach gründlicher Information frei entscheiden kann. Daher muss den Bürgern unverzüglich durch umfassende und korrekte Kennzeichnung die Möglichkeit eingeräumt werden , zu diesen Punkten selbst Stellung zu beziehen
