| We welcome what was said about environment policy , which is an area where we have a very robust agenda , for example in connection with development cooperation. We think it is wonderful that we are gradually adopting a coordinated , integrated approach to the environment and development cooperation. I shall not comment on what the Minister said about the IGC , because this is something we all support.We feel that Europe is out of kilter , and we need to do everything we can to restore the balance between north and south , not least financially , and between our own interests and international solidarity. We need to work for EMU , but also for employment , the environment and equal opportunities. Of course , we realize that the presidency is also keen to keep its balance and not to slip. But if a tightrope - walker loses his nerve and tries to stand still , he inevitably falls off.Mr van Mierlo , I wish you courage and inspiration on the rather slack rope in front of you , and I hope to be able to bring you the hearty congratulations of the Socialist Group when I meet you at the other end in June. The European Parliament has played an active part , both through its resolutions on IGC issues and through the constructive contributions of its Members - Mr Brok and Mrs Guigou - in the negotiating group | Wir haben also Kritik zu üben , doch möchte ich auch einige positive Bemerkungen vorbringen. Was zur Umweltpolitik gesagt wird , wird von uns sehr begrüßt. Auf umweltpolitischem Gebiet stehen zahlreiche Themen an , und das gilt auch für die Entwicklungszusammenarbeit. Daß sowohl auf dem Gebiet der Umwelt als auch der Entwicklungszusammenarbeit ein koordinierter , integrierter Ansatz festgelegt wurde , finden wir großartig. Zu den Ausführungen des Ministers über die Regierungskonferenz werde ich nichts sagen , da wir damit selbstverständlich vollkommen einverstanden sind.Europa ist unseres Erachtens aus dem Gleichgewicht gekommen , und es ist volle Aufmerksamkeit erforderlich , um das Gleichgewicht wiederherzustellen : Gleichgewicht zwischen Nord und Süd , auch in finanzieller Hinsicht , Gleichgewicht zwischen europäischem Eigeninteresse und internationaler Solidarität. Es sind Anstrengungen erforderlich im Hinblick auf die WWU , aber auch im Hinblick auf die Schaffung von Arbeitsplätzen , die Erhaltung der Natur sowie die Chancengleichheit. Natürlich heißt auch die Ausübung einer Präsidentschaft , wie uns bestens bewußt ist , daß nach einem Gleichgewicht gesucht werden muß und daß es keine Entgleisung geben darf. Wenn sich der Gleichgewichtskünstler jedoch nicht traut und stehen bleibt , stürzt er unwiderruflich ab.Minister Van Mierlo , ich wünsche Ihnen Mut und Inspiration auf dem dünnen Seil , und ich hoffe , Sie im Juli im Namen der Sozialistischen Fraktion mit kräftigem Beifall begrüßen zu dürfen |
