None of the candidates currently meets all the economic criteria but some of them have progressed sufficiently for us to be able reasonable to predict that they will be ready when the time comes. The assessment of these criteria is therefor prospective.The same remark goes , even more so , for the ability to apply the acquis. In this context , I should emphasize that it is not enough to adopt the legislative acts. Countries must also have the administrative capacity to implement them. As at previous enlargements , the candidates must , following the negotiations , be in a position to apply the acquis , without needing excessively lengthy transitional periods nor , of course permanent , derogations - or else we shall have a patchwork Europe or an à la carte Europe
Von keinem der Beitrittskandidaten werden nämlich heute sämtliche wirtschaftlichen Kriterien erfüllt ; einige von ihnen haben jedoch ohne Zweifel ausreichende Fortschritte erzielt , so daß von uns mit Fug und Recht vorausgesagt werden kann , daß sie zu gegebener Zeit vorbereitet sein werden. Die Bewertung dieser Kriterien ist also auf die Zukunft ausgerichtet.Das Gleiche läßt sich a fortiori zur Fähigkeit einer Übernahme des Besitzstandes bemerken. Hierzu möchte ich betonen , daß die Verabschiedung von Rechtsakten nicht ausreicht , sondern daß zu deren Ausführung entsprechende Kapazitäten auf administrativer Ebene vorhanden sein müssen. Wie bei den vorhergehenden Erweiterungen müssen die Beitrittskandidaten nach Abschluß der Verhandlungen in der Lage sein , den gemeinschaftlichen Besitzstand anzuwenden , ohne daß dazu allzulange Übergangszeiten und selbstverständlich auch keine ständigen Ausnahmeregelungen vorzusehen sind , da dies andernfalls zu einer zersplitterten Europäischen Union , zu einem Europa à la carte führen würde

Why has the Council not yet completed its consideration of this directive. When will the directive be placed on the Council's agenda for final consideration and forwarded to the Member States for implementation.The Commission's proposal and Parliament's report on the marketing of material for the vegetative propagation of the vine create greater legal certainty for the economic partners concerned in these areas which are so important for wine - growing in the EU. Clear rules on cultivation , authorisation , registration and checks should simplify trade and establish a clear legal basis therefor
Anfrage Nr. 6 von : Betrifft : Bericht Verkehr mit vegetativem Vermehrungsgut von Reben von Christa Klaß , MdEP Am 24.10.2000 wurde der Bericht Verkehr mit vegetativem Vermehrungsgut von Reben vom Europäischen Parlament mit großer Mehrheit angenommen .Wie ist der Stand der weiteren Behandlung des Dokuments im Rat. Warum wurde bisher diese Richtlinie im Rat noch nicht abschließend behandelt. Wann wird diese Richtlinie auf die Tagesordnung im Rat zur abschließenden Behandlung gesetzt und zur Umsetzung an die Mitgliedstaaten weitergeleitet.Der Vorschlag der Kommission und der Bericht des Europäischen Parlamentes zum Verkehr mit vegetativem Vermehrungsgut von Reben gibt den beteiligten Wirtschaftspartnern mehr Rechtssicherheit in diesen für den Weinbau in der EU so wichtigen Bereichen. Klare Vorschriften über Zucht , Zulassung , Registrierung und Kontrolle sollen den Handel vereinfachen und auf eine klare Rechtsbasis stellen. Es ist nicht zu verstehen , dass der Rat nach 5 Monaten dazu noch keine Entscheidung gefällt hat
