Mr President , the idea of setting up a European Institute of Technology was greeted with considerable scepticism when it was first conceived three years ago , so we should view the current compromise text of the regulation as a major success. The Institute may begin functioning as early as this summer following the Council's decision in June regarding its headquarters , and the proposed structure of the network of Knowledge and Innovation Communities bids fair to become an excellent stimulator of innovation throughout the EU.As rapporteur of the Committee on Legal Affairs , providing a proper legal basis and thus enabling the Institute to be continuously funded was one of my priorities. I am pleased that the Council has accepted these proposals. The review of financial prospects for 2007 - 2013 has already enabled the Institute to receive funding of approximately EUR 309 million , and this is a good start
Herr Präsident. Die Idee , ein Europäisches Technologieinstitut zu errichten , stieß , als sie vor drei Jahren erstmals vorgestellt wurde , auf beträchtliche Skepsis. Deshalb sollten wir den derzeitigen Kompromisstext für die Verordnung als großen Erfolg ansehen. Das Institut nimmt im Anschluss an die Entscheidung des Rates über dessen Sitz im Juni möglicherweise bereits in diesem Sommer seine Arbeit auf , und die vorgeschlagene Struktur für das Netzwerk der Wissens - und Innovationsgemeinschaften könnte sich durchaus zu einer Triebkraft für die Innovation in der gesamten EU entwickeln.Als Berichterstatterin des Rechtsausschusses sah ich eine meiner Hauptaufgaben darin , eine angemessene Rechtsgrundlage zu finden und damit die kontinuierliche Finanzierung des Instituts zu gewährleisten. Ich freue mich , dass der Rat diese Vorschläge akzeptiert hat. Nach der Überarbeitung der Finanziellen Vorausschau für den Zeitraum 2007 - 2013 konnte das Institut bereits Mittel in Höhe von annähernd 309 Millionen Euro erhalten , und das ist ein guter Anfang

The proposed structure of the network of Knowledge and Innovation Communities has a chance to become an excellent stimulator of innovation throughout the EU.Providing a proper legal basis and consequently enabling permanent funding of the Institute was my priority as draftsman of the committee asked for an opinion under the Committee on Legal Affairs. In this context , conferring on the Institute the status of an agency on the basis of the Interinstitutional Agreement of 17 May 2006 , and specifically part C of it and Article 47 , is of immeasurable importance , as is the Committee's proposal concerning the increase in the margin in section 1A in the budget for 2007 - 2013 , guaranteeing the Institute EUR 309 million

Die Idee zur Einrichtung eines Europäischen Technologieinstituts , die erstmals 2005 auftauchte , verdient in jeder Hinsicht Unterstützung. Die vorgeschlagene Struktur der Wissens - und Innovationsgemeinschaften bietet beste Voraussetzungen zur Ankurbelung der Innovation in der gesamten EU.Als Verfasserin der Stellungnahme des Rechtsausschusses ging es mir vorrangig um eine ordnungsgemäße Rechtsgrundlage und damit darum , eine dauerhafte Finanzierung des Instituts zu ermöglichen. In diesem Zusammenhang ist es immens wichtig , dass das Institut auf der Grundlage der interinstitutionellen Vereinbarung vom 17. Mai 2006 , insbesondere Abschnitt C und Artikel 47 , den Status einer Agentur erhält. Ebenso wichtig ist der Vorschlag des Ausschusses betreffend die Aufstockung der Marge in Rubrik 1A des Haushalts für 2007 - 2013 , womit wir dem Institut einen Betrag von 309 Mio
