If an actual agreement is to be avoided because we fear that the ASEAN side will not accept human rights conditionality , then I am afraid Parliament will not accept that. That must be pointed out ; we can accept as a temporary measure you using a communication for a new dynamic but that is no substitute for a permanent relationship. We do not wish to see the responsibilities of Parliament undermined in this way , so we would urge the conclusion , difficult as it may be , sticky as some issues are , of a genuine new agreement.In that regard , President , I commend to the House approval of both the Vietnam report and the wider ASEAN report as well
Das muß gesagt werden. Wir können es als Übergangslösung akzeptieren , daß Sie ein Papier für eine neue Dynamik verwenden , dies darf jedoch kein Ersatz für eine feste Beziehung sein. Es ist nicht unser Wunsch , die Pflichten des Parlaments auf diese Weise unterminiert zu sehen und wir befürworten daher dringend den Abschluß - so schwer und so unangenehm das auch sein mag - eines echten neuen Abkommens.In dieser Hinsicht , Herr Präsident , empfehle ich dem Haus sowohl die Billigung des Vietnam - Berichts als auch des umfassenderen ASEAN - Berichts.
