Mr President , ladies and gentlemen , I would like to start by thanking the rapporteurs for the excellent reports which they have tabled today. The message sent by Parliament through these documents comes across loud and clear. It is my hope that the Commission and the Council will accept it with due interest and amend the two regulations accordingly.We are all aware of the importance of European Union aid for the Balkan region. The re - establishment of a democratic political system in Serbia is the start of a new chapter in history , but the Union must be the protagonist of this new phase rather than the passive , slothful observer which it has been thus far
Herr Präsident , verehrte Kolleginnen und Kollegen. Zunächst möchte ich den Berichterstattern für die uns heute vorgelegten hervorragenden Berichte danken. Mit diesen Dokumenten übermittelt das Europäische Parlament eine klare und entschlossene Botschaft. Ich wünsche mir , dass die Kommission und der Rat diese Botschaft mit dem gebührenden Interesse aufnehmen und die beiden Verordnungen entsprechend abändern mögen.Wir alle wissen um die Bedeutung , die der Unterstützung der Europäischen Union für die Balkanregion zukommt. Mit der Wiederherstellung eines demokratischen politischen Systems in Serbien wird ein neues Kapitel aufgeschlagen. Die Union muss allerdings in dieser neuen Phase eine Hauptakteurin werden und darf nicht wie bisher nur eine passive und zögerliche Beobachterin sein
