Moreover , traditional monitoring with patrol vessels and aircraft is far from adequate to deal with deep sea fishing , especially in very distant areas ; indeed , it is not even a workable proposition. We therefore need effective monitoring by satellite , and we must tighten up the definition of an equipment failure and the consequences resulting from one. I am happy to take on board the addition to Amendment No 5 to the effect that fishing days should be days out of port ; that is a useful clarification , but the reference to catch areas is less clear than our proposal that the exact ICES statistical rectangle should be indicated. I am therefore unwilling to accept it. Considerations of confidentiality lead me to consider it inappropriate to publicise the identification of individual vessels for scientific studies.I can understand that the measurement of engine power in kilowatts is problematic and difficult to enforce. Instead , then , of deleting the reference to capacity , which is necessary to scientific analysis , we want to improve the reference by , for example , specifying the classes of vessels , which can be summarised by reference to gross registered tonnage

Der Verweis auf Fanggebiete hingegen ist weniger klar als unser Vorschlag , das genaue ICES - Quadrat anzugeben. Daher möchte ich das nicht annehmen. Aus Gründen der Vertraulichkeit halte ich es auch nicht für angebracht , die Kennung der einzelnen Fahrzeuge für wissenschaftliche Untersuchungen zu publizieren.Ich verstehe , dass sich die Maschinenleistung in Kilowatt schwer messen und durchsetzen lässt. Anstatt den Verweis auf die Kapazität zu streichen , die zur wissenschaftlichen Analyse notwendig ist , wollen wir daher den Verweis verbessern , zum Beispiel durch Angabe der Fahrzeugklassen , die nach Bruttoregistertonnen zusammengefasst werden können.Der Änderungsantrag 6 ist aus meiner Sicht eine gute Idee. Ich bin bereit , eine Überprüfung der Maßnahmen im Jahr 2005 vorzusehen. Mit Änderungsantrag 7 bin ich ebenfalls einverstanden. Mit Änderungsantrag 8 hingegen kann ich nicht einverstanden sein
The only island region among the relatively rich regions is the Balearic Islands , Spain , which come close to the Community average with 98 % of the average income , but there are not in fact any island regions which are highly developed.This is because , from the point of view of the economic structure , the whole concept of the European Union is based on a continental idea , that is the model for the building of Europe is the North American continental model like a kind of great rectangle over which there is uninterrupted territorial continuity. This continental territory lends itself to the establishment of a series of lines of communication based for example on the train , great motorways and of course on the elimination of all barriers to trade. But there is one barrier - one customs due - which must be paid if the sea needs to be crossed. I am not of course referring to large islands such as the United Kingdom or Ireland , but in general to the rest of the island regions and Mr Commissioner Monti will actually agree with me that Sardinia and Sicily in his country are the poorest regions precisely because they are islands and without that continental continuity there is a whole range of structural elements standing in the way of definitive integration in the common market
Unter den vergleichsweise reichen Regionen befindet sich nur die Inselregion der Balearen in Spanien , die sich mit 98 % des Durchschnittseinkommens an den Durchschnitt der Gemeinschaft annähert , aber sonst gibt es keine Inselregionen , die ein hohes Entwicklungsniveau haben.Das kommt daher , daß die Europäische Union bei der Konzeption ihrer Wirtschaftsstruktur von einer kontinentalen Vorstellung ausgeht , das heißt , das Modell des Aufbaus Europas ist das nordamerikanische Kontinentalmodell , eine Art großes Rechteck mit einem sich ohne Unterbrechung fortsetzenden Territorium. Auf diesem Festlandterritorium kann eine Reihe von Kommunikationswegen angelegt werden , zum Beispiel in Form von Eisenbahnverbindungen oder großen Autobahnen und natürlich auch durch die Beseitigung alles dessen , was die Verbindungen behindert. Es gibt aber ein Hindernis , nämlich eine Zollgebühr , die man bezahlen muß , wenn man den Seeweg benutzt. Ich spreche jetzt natürlich nicht von den sogenannten großen Inseln wie dem Vereinigten Königreich oder Irland , aber im allgemeinen kann man bezüglich der Inselregionen sagen - und der Kommissar Monti wird mir sicher darin beipflichten , daß Sardinien und Sizilien in seinem Land die ärmsten Regionen sind und zwar deshalb , weil sie Inseln sind - , daß es aufgrund des Fehlens dieser Kontinuität des Festlands eine ganze Reihe von strukturellen Elementen gibt , die die endgültige Integration in den gemeinsamen Markt verhindern
