All , as you can imagine , are interrelated and all have as their first assumption the strengthening of institutions and public accountability. For this vision to succeed , in essence , the poetry of democracy must be supported by the prose of the rule of law. In substance , this means enacting reforms based on the understanding that justice should reign in the country. When I say justice , I mean it in the European sense : democracy must be served by an infrastructure of values and institutions that give protection and opportunity to every citizen
