One reason I find that disappointing is that I have made a mistake in my own judgement of human nature - I took you for a pragmatist , a stubborn one certainly but still a pragmatist. The things I have heard the Commission say in the past , and my own experiences too , suggest to me just this : you , Mr Bangemann , know as well as I do , as a properly trained lawyer , that a Regulation must be implemented

It seems that the principle is fine so long as it is never turned into practice. In this instance I regard myself as a pragmatist , I want to ensure that the legislation is workable and does not impose crippling burdens on industry or on agricultural producers. That is one reason why I oppose the introduction of joint and several liability. If there is a danger to the environment , then someone has to pay and when the polluters can be clearly identified , then they should be first in line
Offenbar ist das Prinzip ganz in Ordnung , solange es nicht in die Praxis umgesetzt wird. In diesem Falle verstehe ich mich als Pragmatiker. Ich möchte dafür sorgen , dass Gesetze umsetzbar sind und für Industrie und landwirtschaftliche Produzenten keine übermäßig große Belastung darstellen. Das ist einer der Gründe , weshalb ich die Einführung der gesamtschuldnerischen Haftung ablehne. Wenn eine Gefahr für die Umwelt besteht , dann muss jemand dafür gerade stehen , und wenn sich die Verursacher eindeutig ermitteln lassen , dann sollten sie als Erste zur Kasse gebeten werden
The fact that such an operational article exists is an advantage , but the procedures themselves should have been better. The rapporteur has done her best to ensure that Parliament has a say and that majority decisions apply in the Council.The Liberals have always taken the view that Parliament's assent should be needed for Lomé cooperation to be suspended. After all , Parliament's assent was needed for the Lomé Convention to come into force. The fact that we are now simply to be informed by the Commission if cooperation is to be suspended is not enough , but as a pragmatist , I realise that we could not have obtained more. After all the interinstitutional discussions since the Commission proposal of February 1996 , the procedure finally needs to be wound up , and we must put this new instrument to good use in our human rights policy as quickly as possible.Finally , I should like to thank and congratulate Mrs Aelvoet for this recommendation , but she does not need to be told that. I wonder how Article 366a can operate in such circumstances , as the Commission will have lost the ability to sanction an individual nation within a region
Die Existenz eines solchen wirksamen Artikels ist ein Zugewinn , obgleich die Verfahren weitaus besser sein könnten. Die fleißige Berichterstatterin hat sich für das Mitspracherecht des Parlaments sowie für Mehrheitsbeschlüsse des Rates stark gemacht.Die Liberalen haben sich stets dahingehend geäußert , daß für die Aussetzung der Lomé - Zusammenarbeit die Zustimmung des Parlaments vorliegen muß. Die Zustimmung des EP ist ja auch für das Inkrafttreten des Abkommens von Lomé notwendig. Was wir jetzt bekommen haben , nämlich die Informationspflicht der Kommission bei der Aussetzung , ist insofern ein überaus dürftiges Ergebnis. Als Pragmatiker verstehe ich , daß eigentlich nicht mehr erreichbar war. Letztlich muß das Verfahren nach der interinstitutionellen Aussprache seit dem Vorschlag der Kommission vom Februar 1996 zum Abschluß gebracht werden. Wir müssen dieses Instrument so schnell als möglich für unsere Menschenrechtspolitik nutzen können
