Mr President , today I would like to argue for the Dutch polder ecopoint , the Scottish Highland levy and the Spanish Pyrenees tax
Herr Präsident. Heute möchte ich an dieser Stelle für den niederländischen Polderökopunkt , die schottische Hochlandabgabe und die spanische Pyrenäengebühr plädieren
I know you are a brave man , so try to persuade your colleagues to introduce what I call the European polder model for the first time. By this I mean participation on an equal footing , with one representative from the government , industry and consumer organisations in each country. It is time to stop civil servants from having absolute power here.Finally , the principle of mutual recognition and the country of origin principle must be the keynotes for commercial communications too. Only if the proportionality assessment establishes that a national restricting measure is justified can these principles be overridden. The industry must be given the chance to solve problems through self - regulation and a European code of conduct
Herr Kommissar , ich weiß , Sie haben Mut , aber überzeugen Sie auch Ihre Kollegen und führen Sie erstmals das , wie ich es nenne , Europäische Poldermodell ein. Damit meine ich gleichberechtigte Beteiligung , also jeweils ein Vertreter pro Land , der Beamten , der Industrie und von Verbraucherorganisationen. Die Alleinherrschaft der Beamten darf schon einmal durchbrochen werden.Und nicht zuletzt muß auch bei kommerziellen Kommunikationen vom Prinzip der gegenseitigen Anerkennung sowie des Ursprungslands ausgegangen werden. Erst dann , wenn diese Bewertung ergibt , daß die nationalen restriktiven Maßnahmen gerechtfertigt sind , kann von diesem Prinzip abgewichen werden. Die Industrie muß darauf die Möglichkeit erhalten , die Probleme über Selbstkontrolle und über einen europäischen Verhaltenskodex zu lösen
The Netherlands has the considerable task of achieving consensus on this very difficult choice , but then consensus is something the Netherlands has always specialized in. Some people say that this is precisely why the polder economy has been such a success. The very fact that the Netherlands is accustomed to trying to reach compromises and consensus could make this Dutch presidency an historic one. But it certainly struck the wrong note in the very first week of the presidency - and I think Mr Salafranca was extremely tactful in how he referred to this , for which I am grateful to him - for a finance minister to express his views so outspokenly and undiplomatically that we can only fear that consensus and confidence will now be very hard to find
Die Niederlande stehen vor der nicht geringen Aufgabe , über diese sehr schwierigen Entscheidungen , die es zu treffen gilt , einen Konsensus herbeizuführen , und in der Schaffung eines solchen Konsensus sind und waren die Niederlande spezialisiert. Gerade hierin liegt nach Ansicht einiger der Schlüssel für den Erfolg der Polderbewirtschaftung. Gerade dadurch , daß die Niederlande an Kompromisse und an Bemühungen um einen Konsensus gewohnt sind , kann die niederländische Präsidentschaft zu einer historischen Präsidentschaft werden. Dazu paßt nicht - und mein Kollege Salafranca hat dies meines Erachtens in sehr höflicher Form zum Ausdruck gebracht , wofür ich ihm danke - , daß in der ersten Woche der Präsidentschaft ein Finanzminister seine Auffassung so unverblümt und undiplomatisch vorbringt , daß zu befürchten ist , daß nach einem Konsensus und nach Vertrauen noch weiter gesucht werden muß
