Despite the generally positive tone of the report , I cannot support it.The desire to harmonize education systems , social security arrangements , fiscal regulations , etcetera , out of consideration for the free movement of the workforce is tantamount to taking a mallet to crack a peanut. The problem is minimal. For those who wish to work abroad , the rule of thumb should be that from day one , they should not be working under any worse conditions than the conditions the workforce of the country concerned work under. It is the duty of the national authorities to check that this is the case. As I said , the question of the free movement of the workforce across national boundaries is a very minor issue. Only 0.2 % of the total workforce of the EU exercise this option. Even if the EU were to reach the USA's 0.5 % level , for example - and a large number of linguistic and cultural considerations would impede this - this would hardly reduce unemployment , which is at far too high a level , as Mr Weiler also mentioned.Under no circumstances can I support the desire to soften up directive 1408/71
Ich kann den Bericht aber trotz seiner sympathischen Grundhaltung nicht unterstützen.Man schießt mit Kanonen auf Spatzen , wenn man Ausbildungssysteme , Systeme der sozialen Sicherung , Steuervorschriften usw. aus Rücksicht auf die Freizügigkeit der Arbeitskraft harmonisieren will. Das Problem ist minimal. Für die , die im Ausland arbeiten wollen , muß die Grundregel lauten , daß sie vom ersten Tag an nicht unter schlechteren Bedingungen arbeiten dürfen als die eigenen Arbeitnehmer dieses Landes. Die nationalen Behörden sind verpflichtet zu kontrollieren , daß dies gegeben ist. Wie gesagt , die Frage der Freizügigkeit der Arbeitskraft über die nationalen Grenzen hinweg ist kein großes Problem. Nur 0 , 2 % aller Arbeitskräfte in der EU nutzen diese Möglichkeit. Selbst wenn das Niveau wie z. B. in den USA auf 0 , 5 % steigen sollte , wogegen einige sprachliche und kulturelle Umstände sprechen , so würde das kaum die umfangreiche Arbeitslosigkeit verringern , worüber sich auch Frau Weiler im klaren ist.Ich unterstütze auf keinen Fall eine Aufweichung der Verordnung 1408/71. Ich kann die Blockierung des Rates in diesem Zusammenhang nachvollziehen. Ich fordere daher die dänischen Unterhändler im Rat auf , standhaft zu bleiben . Die Idee eines EU - Statuts für europäische Lehrlinge wird von der dänischen Gewerkschaftsbewegung strikt abgelehnt
