It is being wound up and it is remarkable that such an instrument should continue with that budget and 145 staff. I believe such an instrument should be wound up as quickly as possible so that it is incorporated in perhaps a reformed European Investment Bank : a European Investment Bank that is transparent and accountable. Such investments can and should be made by professional banks rather than the little outfit that we have at the moment. The number of people employed for the amount of money being invested is again quite disproportionate. I am hoping that this can be wound up speedily and incorporated in either the EIB or the European Investment Fund , because that would be a better way of using the money and resources.This is for the social and research fund , but again these objectives could be better addressed by a bank that would ask other banks to manage investments so that we have the highest return.I hope that the three conditions , the conditional discharge and the obligations on those concerned to address these conditions will be taken seriously. Obwohl es abgewickelt wird , stehen diesem Gremium ein derartiger Haushalt und 145 Mitarbeiter zur Verfügung. Das ist schon bemerkenswert. Meiner Meinung nach sollte ein solches Gremium so schnell wie möglich abgewickelt und gegebenenfalls in eine reformierte Europäische Investitionsbank integriert werden ; eine Europäische Investitionsbank , die transparent und rechenschaftspflichtig ist. Ich hoffe , daß die EGKS rasch abgewickelt und entweder in die EIB oder den Europäischen Investitionsfonds integriert werden kann , denn das stellt eine wesentlich bessere Nutzung der Gelder und Ressourcen dar.Das betrifft also die Sozial - und Forschungsmittel , aber auch diese Ziele lassen sich durch eine Bank viel besser verfolgen , die wiederum andere Banken mit der Verwaltung der Investitionen beauftragen und so möglichst hohe Erträge erzielen könnte.Ich hoffe , daß die drei Bedingungen und die bedingte Entlastung ernst genommen werden und daß die mit der Einhaltung dieser Bedingungen Beauftragten ihre Pflichten ernst nehmen werden. Zu oft mußten wir in der Vergangenheit feststellen , daß Versprechungen gemacht und dann nicht eingelöst wurden
Let me tell the House what our group regards as important. We have , of course , had the same debate that Mr Poettering describes as having gone on in his own outfit. In my outfit too , by which I mean our group , there is more than one opinion , but I do want to return to paragraph 16 of our joint resolution , because it was evident from Mr Poettering’s speech that we will soon have to debate Croatia.The same fundamental preconditions apply to Croatia too : cooperation with the International Court is a . It is clear from paragraph 16 , though , that another fundamental precondition for any enlargement is that the European Union should have a constitution. If that constitution is not the one that is proving unacceptable in its present form , then let me make it quite clear that enlargement needs more than just Nice and a few adjustments to it. If the European Union is to be made fit for enlargement , we must keep on demanding a constitution for it , we must maintain that as our goal. That applies in the case of Turkey , but let there be no misunderstanding : it also applies in the case of any other candidate for accession.I should also like to know whether Mr Poettering would insist just as enthusiastically on these two conditions being coupled together if this debate were about Croatia. I look forward to seeing whether he will , in that event , be just as passionate in demanding compliance with fundamental preconditions as he has been demanding it of Turkey. That is a day to which I look forward.I will sum up by saying that we , as a group , will be voting in favour of the resolution. As regards the adjournment that Mr Brok envisages in the event of the answer not reaching us by midday today , let me say that , if Turkey really does put that on the agenda for the ratification debate in its parliament , then the result will be precisely what we have specified in the joint resolution
Die Auseinandersetzung , die Herr Poettering für seinen eigenen Laden beschrieben hat , gilt für uns natürlich auch. Auch in unserer Fraktion – in unserem „Laden“ – gibt es nicht nur eine Meinung. Aber ich will auf die Ziffer16 unserer gemeinsamen Entschließung doch noch einmal zu sprechen kommen , weil ja aus der Rede des Herrn Poettering schon herauszuhören war : Wir werden jetzt bald über Kroatien diskutieren müssen.Auch bei Kroatien gelten die Grundvoraussetzungen : Zusammenarbeit mit dem Internationalen Gerichtshof ist . Aber eins ist auch klar. Nach Ziffer 16 ist Grundvoraussetzung für jede Erweiterung eine Verfassung für die Europäische Union. Wenn es diese Verfassung nicht ist , weil sie in ihrer jetzigen Form nicht zustande kommt , sage ich ganz klar : Nizza und ein paar Korrekturen dazu reichen nicht für die Erweiterung. Es muss bei der Forderung nach einer Verfassung und dem Ziel ein Verfassung für die Europäische Union bleiben , wenn die Europäische Union erweiterungsfähig gemacht werden soll. Das gilt für die Türkei , das gilt aber auch für jeden anderen Beitrittskandidaten , damit wir uns da nicht missverstehen.Und ich möchte hören , Herr Poettering , ob Sie mit der gleichen Begeisterung an der Verknüpfung dieser beiden Bedingungen festhalten , wenn es um Kroatien geht. Ich bin gespannt , ob Sie dann mit der gleichen Leidenschaft auch die Grundvoraussetzungen einfordern , die Sie hier bei der Türkei eingefordert haben. Auf den Tag warte ich.In der Summe werden wir als Fraktion der Entschließung zustimmen. Ein Hinweis zur Vertagung , die Herr Brok beabsichtigt , falls die Antwort bis heute Mittag nicht eintrifft : Wenn die Türkei das tatsächlich zum Gegenstand der Ratifizierungsdebatte im Parlament macht , dann wird genau das , was wir in der gemeinsamen Entschließung festgelegt haben , eintreten. Dann müssen die Verhandlungen unterbrochen , gegebenenfalls ausgesetzt werden. Insofern ist eine Vertagung nicht notwendig. Wer die Europäische Union allerdings erweitern will , der muss die Europäische Union auch erweiterungsfähig machen
Mr President , Commissioner , that was a terrific speech you gave us , but I am not sure that you have spoken to all the interested parties in the relevant business circles. What you have said may well be true of firms like Maersk , the little outfit that has just bought up PNO , but what primarily interests me , and Mrs Kratsa - Tsagaropoulou too , is what happens to the small and medium - sized shipping lines whose situation is quite different from that of PNO , and have not been bought up by Maersk or by any of the other big players whom you might care to name.It is our belief that Regulation No 4056/86 cannot be deleted without being replaced. Yes , of course , Commissioner , it must be adapted ; that much is perfectly clear , and we all know it. It has to be adapted , and the principal object of the exercise must be to do so in such a way that the small and medium - sized companies are enabled to reach agreements on technical matters and to exchange information in order to be able to see where they stand the best chance of succeeding on the world market. That , Commissioner , is something to which you have paid no attention.A group calling itself the ‘European Liner Affairs Association’ has come up with some good proposals , which contain not only a markedly more limited exemption , but also unambiguous rules to protect small and medium - sized enterprises. There is actually a proposal for the opening of discussion forums with participation not only by shipping lines but also by shippers and the other stakeholders in the sector. We do not want price - fixing any more than we want hostile cartels , and you must never suggest that my colleague Mrs Kratsa - Tsagaropoulou does. What we want is technical agreements that make it possible for small and medium - sized enterprises to survive in shark - filled waters , that is to say , alongside the big conglomerates and alliances. If such discussion forums are facilitated , there really is a chance of our managing to keep the small and medium - sized shipping industry afloat

Was Sie vorgetragen haben , mag zwar für Firmen wie MAERSK richtig sein , diese kleine Firma , die gerade PNO aufgekauft hat. Aber mir und der Kollegin Kratsa - Tsagaropoulou geht es primär um die Frage der mittelständischen und kleinen Schifffahrtsunternehmen , die sich in einer ganz anderen Situation befinden als PNO , aufgekauft von MAERSK , oder wen immer Sie von den Großen nehmen wollen.Wir glauben , dass die Verordnung Nr. 4056 nicht ersatzlos gestrichen werden kann. Natürlich muss sie angepasst werden , Herr Kommissar. Das ist doch völlig klar. Das wissen wir alle. Sie muss angepasst werden , und das Hauptziel muss sein , sie so anzupassen , dass es gerade den kleinen und mittelständischen Unternehmen ermöglicht wird , Absprachen technischer Natur zu treffen und den Informationsaustausch zu pflegen , um zu sehen , wie sie am besten auf dem Weltmarkt bestehen können. Darüber sind sie hinweggegangen , Herr Kommissar.Es liegen gute Vorschläge von einer Gruppe vor , die sich European Liner Affairs Association nennt. Diese Vorschläge beinhalten eine deutlich reduzierte Freistellung , aber eine klare Regelung zum Schutze der kleinen und mittleren Unternehmen. Ich erinnere nur an den Vorschlag , tatsächlich Diskussionsforen zu eröffnen , an denen sowohl die Schifffahrtsunternehmen als auch die Verlader und die anderen Akteure des Sektors beteiligt sind. Wir wollen keine Preisabsprachen , wir wollen keine böswilligen Kartelle. Das dürfen Sie meiner Kollegin Kratsa niemals unterstellen. Was wir wollen , sind technische Vereinbarungen , die es ermöglichen , dass kleine und mittlere Unternehmen im Haifischbecken der großen Konzerne und Allianzen überleben können. Wenn man solche Diskussionsforen ermöglicht , besteht eine Chance , dass wir die kleine und mittelständische Schifffahrtsindustrie tatsächlich aufrechterhalten.Wir müssen einfach sehen , dass der Weltsektor auf der einen Seite von den Großen bei uns beherrscht wird ; auf der anderen Seite haben wir Attacken der Koreaner und der chinesischen Schifffahrtslinien zu befürchten. Hier müssen wir für die europäische Schifffahrt etwas tun , Herr Kommissar
