| With regard to the common resolution on the WTO which has just been adopted , I note that Parliament , which was generally and oppressively enthusiastic at the time of the signature of the Marrakech agreement , has gradually become aware of its extremely serious negative consequences for European countries , which a few of us denounced at the time.Mr Rocard himself , at the last meeting of the ACP - EU joint assembly , distanced himself from it , speaking of the Marrakech Treaty as a poorly negotiated agreement , signed in haste , with serious shortcomings , which it would be necessary renegotiate at least in part.This belated lucidity makes it difficult to improve a treaty adopted by most members of the international community. It is apparent in the text of this resolution which shows a marked change of tone on behalf of Parliament , which appears to have discovered that the WTO is systematically calling into question the main provisions of current external commercial policy.How can we protect the European cultural exception against WTO mechanisms. How can we protect European development aid policies. How can we prevent unbridled international competition from systematically favouring producers who are the least respectful of indispensable social and environmental standards. The first arbitration decisions by WTO panels do nothing to reassure us in this respect. What we see in operation is the crude logic of the system the Commission joined in Marrakech and which it helped to develop.My group has supported most of the amendments which emphasized the need to defend regional commercial preferences as instruments of development. The WTO wants to get rid of these , on the pretext that they represent an unacceptable violation of the principle of commercial non - discrimination and that they introduce distortions of competition. The evidence of four Lomé Conventions refutes that theory.My group has also supported the various amendments which denounce the leniency of the policies adopted by Community institutions within the WTO , making concession after concession without any significant returns | Frau Präsidentin. So sehr es notwendig ist , in einem Binnenmarkt gemeinsame Grundsätze der Besteuerung durchzusetzen , so sehr ist es aber auch erforderlich , eine klare Position gegen die in den Staaten der Europäischen Union herrschende Tendenz zur schleichenden Steuererhöhung zu beziehen. Es wird beispielsweise nur wenig nutzen , Steuerschlupflöcher , wie das so schön genannt wird , in der Union zu schließen , wenn gleichzeitig weltweit ausreichend attraktive Finanzplätze bestehen.Tatsächlich mobiles Spekulationskapital wird damit aus Europa abfließen , die Ersparnisse der ehrlichen und fleißigen Bürger werden aber weiter geschröpft. Die enorme Zunahme von Spekulationskapital ist unter anderem auf die zu hohe Besteuerung von Geld , das in den Produktionsprozeß fließt , zurückzuführen. Verzerrend auf den Binnenmarkt wirken sich nicht die sogenannten Steueroasen , sondern vielmehr die zu hohen Unternehmens - und Verbrauchsteuern aus. Ich habe mich gegen Teile des Berichts ausgesprochen , weil er an dieser echten Problemstellung vorbeiläuft.Wir haben heute in der Union Staaten , in denen sich die Abgabenbelastung der 50 % - Marke nähert. Unser klares Ziel muß also eine deutliche Senkung dieser Belastung sein. Dabei gilt der Grundsatz : Im Sinne der Subsidiarität hat der Staat nicht das Recht , erst die Belastung hochzuschrauben und dann über den Umweg einer teueren Bürokratie wieder Geschenke an seine Bürger zu verteilen.In diesem Zusammenhang muß an den amerikanischen Nationalökonomen Arthur Laffer erinnert werden , der nachgewiesen hat , daß ab einer Abgabenbesteuerung von über 25 % die Tendenz zur Einkommensverschleierung progressiv zunimmt.
