It is now immediately obvious to the electorate which Members wish to expose the mismanagement and deception on the part of the present Commission and which Members wish to cover it up or are not interested in it. The mealy - mouthed and abortive reform , the accounting system’s obsolescence and vulnerability to fraud and the Eurostat affair are just three examples that speak volumes. They illustrate that what the Committee of Wise Men concluded back in 1999 also applies to this Commission , namely that there is hardly anyone within the Commission who is willing to accept any responsibility. It makes a mockery of democracy in Europe and is a denial of Parliament's rights when members of the Commission do not act , but do not step down either

As for the role of the European Railway Agency , it could have been much more extensive , particularly with regard to the development and implementation of the European Rail Traffic Management System . The Member States decided otherwise for fear of seeing the railway agencies and other national bodies - newly established , it is true - doomed to obsolescence. However , if this is where we are at now , then it is because , back in 2004 , they did not have the courage to give a truly European impetus to the railways. This is how European integration proceeds : in fits and starts and in small steps. However , if we adopt this cautious approach , we are likely to miss some opportunities , which is why I hope that the Member States will play the game by rigorously applying what they themselves have proposed
Zehn Jahre für die Zertifizierung aller Schienenfahrzeugtypen sind eine lange Zeit. Die Rolle , die die Eisenbahnagentur insbesondere im Hinblick auf die Entwicklung und die Durchführung des Europäischen Eisenbahnleitsystems spielt , hätte weitaus umfassender sein können. Die Mitgliedstaaten haben eine andere Entscheidung getroffen , aus Furcht , die - allerdings neugeschaffenen - Eisenbahnagenturen und sonstigen nationalen Stellen würden dadurch überholt. Wenn wir jetzt an diesen Punkt gelangt sind , so jedoch deswegen , weil sie bereits 2004 nicht den Mut aufbrachten , den Eisenbahnen einen wahrhaft europäischen Impuls zu verleihen. So verläuft eben die europäische Integration , nämlich ruckweise und in kleinen Schritten. Bei einer solch behutsamen Vorgehensweise laufen wir allerdings Gefahr , manche Gelegenheiten zu verpassen , weshalb ich hoffe , dass sich die Mitgliedstaaten an die Spielregeln halten und strikt umsetzen , was sie selbst vorgeschlagen haben. Mal ehrlich - ist der Unterschied zwischen ihrer Zahl von 22 und der Zahl von 25 , die beschlossen wurde , wirklich ein Angriff auf die Demokratie
