The principle of using oil seeds for non - food purposes is simple. The regulations in force provide for the set - aside of some agricultural land. However , the use of that land to produce oil seeds for non - food purposes is authorized. The only problem is that not all the oil seeds can be converted to non - food purposes. A by - product remains , known as colza cake , and this is reused as an animal feedstuff because of its high content of nitrogenous substances , hence the desire of our main competitors in the world market to restrict this form of production. The Commission is taking account of this constraint , and the amendments tabled by the Committee on Agriculture are mitigating its effects.Although I have no particular problems with supporting the text as submitted by the Committee on Agriculture , I would nevertheless like to take the opportunity offered by this debate to call upon the Commission to do even more to promote alternative forms of production , including energy production
Nach den geltenden Vorschriften ist ein Teil der Anbaufläche stillzulegen. Doch ist auf diesen Flächen der Anbau von Ölsaaten zu Non - food - Zwecken gestattet. Es bleibt stets ein Nebenerzeugnis übrig , der sogenannte Rapskuchen , der wegen seines hohen Gehalts an stickstoffhaltigen Bestandteilen als Futtermittel Verwendung findet , weshalb unsere wichtigsten Konkurrenten auf dem Weltmarkt bereit sind , diese Art von Erzeugung einzuschränken. Die Kommission berücksichtigt diese Zwänge , und die Änderungsanträge des Landwirtschaftsausschusses schwächen deren Auswirkungen noch einmal ab.Ich habe zwar keinerlei besondere Schwierigkeiten , den Text in der vom Landwirtschaftsausschuß vorgelegten Form zu unterstützen , doch möchte ich diese Aussprache nutzen und die Kommission auffordern , alternative Produktionsformen einschließlich der Energieerzeugung noch stärker zu fördern. Ich glaube , wir sind es den nachfolgenden Generationen schuldig , daß hier endlich ein Umdenken stattfindet
Its objective is the reduction by 15 % , as compared to 1990 , of greenhouse gases from now until the year 2000. Furthermore , a basket of gases should be considered and monitored with regard to the risk they could represent in terms of global warming.The Commission's proposal under examination aims to amend the Council's decision of 1993 regarding the monitoring mechanism for anthropogenic emissions , that is , those caused by human activity including CO2 emissions and other greenhouse gases. The new proposal aims at updating the following decisions : extending the monitoring past the year 2000 to take into account community emissions , limitations and reductions after the year 2000 , extending monitoring to a greater number of greenhouse gases , CO2 not being the only gas concerned. The proposal will thus cover methane , carbon monoxide , the nitrogenous oxides and volatile organic compounds , as well as emissions of other greenhouse gases such as the chlorofluorocarbons which are found in aerosols , fridges , etcetera and others which are already banned by the Montreal protocol.Our rapporteur , Mr Fitzsimons , is drawing up several requests
Als Ziel wurde eine 15 %ige Senkung der Treibhausgasemissionen bis zum Jahr 2010 im Vergleich zu dem Niveau von 1990 festgelegt. Ferner wird es einen Korb von Gasen geben , die entsprechend ihrem Treibhauspotential berücksichtigt werden sollen.Mit dem Vorschlag der Kommission , mit dem wir uns heute befassen , soll die Entscheidung des Rates von 1993 über ein System zur Beobachtung anthropogener Emissionen geändert werden , d. h. Emissionen , die sich aus Tätigkeiten des Menschen ergeben , bei denen sich C02 - sowie sonstige Treibhausgasemissionen ergeben. Mit dem neuen Vorschlag sollen folgende Entscheidungen fortgeschrieben werden : Ausdehnung der Überwachung über das Jahr 2000 hinaus , um die Emissionen , Emissionsbegrenzungen und - verringerungen in der Zeit nach 2000 zu erfassen ; Ausdehnung des Überwachungssystems auf weitere Treibhausgase , da CO2 nicht mehr alleine betroffen ist - der Vorschlag würde somit Methan , Kohlenmonoxid , Stickoxyde sowie flüchtige organische Verbindungen umfassen - sowie auf andere Treibhausgasemissionen wie Perfluorkohlenstoffe , wie sie in Aerosolen , Kühlschränken usw. zu finden sind , sowie weitere , die durch das Montrealer Protokoll bereits verboten sind.Von unserem Berichterstatter , Herrn Fitzsimons , werden mehrere Forderungen gestellt
